Speaking at the groundbreaking ceremony, Chairman of Hanoi People's Committee Tran Sy Thanh said that, joining in the exciting atmosphere of competition to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), with 250 investment projects being started and inaugurated nationwide, Hanoi People's Committee solemnly organized the groundbreaking ceremony of the Ngoc Hoi Bridge and the approach roads at both ends of the bridge today.

Chairman Tran Sy Thanh informed that up to now, Hanoi has 8 bridges spanning the Red River. Of which, Ngoc Hoi Bridge is one of 7 bridges that Hanoi plans to start construction in 2025 to strengthen connectivity with provinces in the capital region.

This is a bridge of important political and economic significance, strengthening the connection between Hanoi city and Hung Yen province to ensure security, national defense, enhance economic and cultural exchanges, urban development, and tourism on both sides of the Red River. At the same time, promoting the economic growth target of over 8% in 2025 and double digits in the following years.

Mr. Tran Sy Thanh said that the Ngoc Hoi Bridge and the approach roads at both ends of the bridge have a total length of about 7.5 km. Of which, the part in Hanoi is about 5.2 km long; of which the main bridge is about 680 m long (main cable-stayed span is 350 m long, tower is 126 m high).

The section in Hung Yen province is about 2.3 km (including the approach road and parallel roads on both sides); the bridge is 38 m wide, including 6 lanes for motor vehicles and 2 lanes for mixed vehicles. The project has a total investment of about 11,844 billion VND, including the Hanoi city budget and the central budget; completion time is 2028.

"After about 4 months of preparation, the Ngoc Hoi Bridge and the approach roads at both ends of the bridge have met the conditions to start construction according to regulations, meeting the set schedule. 4 months of preparation for a group A project is a record time, demonstrating the determination of the Party Committee, government and people of the capital; the will and aspiration to change and rise of the capital Hanoi to transform with the whole country", Comrade Tran Sy Thanh affirmed.

Improve traffic conditions connecting across the Red River

Reporting at the groundbreaking ceremony, Director of the Hanoi City Traffic Construction Investment Project Management Board Ngo Ngoc Van said that the investment in the construction of Ngoc Hoi Bridge plays an important role in completing the Ring Road 3.5 directly connecting with Hung Yen province, combined with the radial road system of Hanoi city (Me Linh urban axis, West Thang Long axis, National Highway 32, Thang Long Avenue, Le Van Luong, National Highway 6, National Highway 1A, Phap Van - Cau Gie Expressway).

At the same time, traffic will be shared and distributed, avoiding the situation where vehicles needing to move from the North, Northwest of the City to the Southeast of the City have to move through the City center, thereby reducing the risk of traffic congestion on existing routes such as: Ring Road 3, Giai Phong Road (QL1A), Road 70...

In particular, improving traffic conditions connecting across the Red River, promoting the urbanization process of the area as a premise for implementing the policy of population dispersion, reducing traffic pressure in the central area of Hanoi and reducing the load on Chuong Duong, Long Bien, Nhat Tan, Thang Long and Vinh Tuy bridges.

Along with that, gradually complete the general planning for the construction of Hanoi Capital, the planning for the development of Hanoi's transport, ensure security and defense for the Capital and develop modern urban space on both sides of the Red River. Strengthen the regional connection between Hanoi Capital and Hung Yen province, contributing to improving the cultural and spiritual life of the people.

"The project is symbolic, creating a premise for developing eco-tourism and enhancing economic and cultural exchanges between the two provinces of Hanoi and Hung Yen," Mr. Ngo Ngoc Van emphasized.

Ngoc Hoi Bridge project with cable-stayed architectural design combined with two towers with H-shaped symbols expressing the concept of harmony and cooperation between the two localities of Hanoi and Hung Yen with the idea of "Sun Gate", where the dawn is welcomed through the architectural arch of the project will create an architectural highlight, after completion in 2028 will be one of the common symbolic bridge projects of Hanoi city and Hung Yen province.

The component projects for site clearance in 5 communes: Thanh Tri, Nam Phu, Bat Trang - Hanoi City; Phung Cong, Van Giang - Hung Yen Province have a total investment of about 784 billion VND, including 3 component projects. The project to invest in building Ngoc Hoi Bridge and the approach roads at both ends of the bridge is invested by the Hanoi City Traffic Construction Investment Project Management Board.

Of the total 250 projects and works inaugurated and started simultaneously across the country this morning (August 19) to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), Hanoi has 09 projects, accounting for about 4% in quantity but contributing nearly 20% of the total investment capital nationwide. This number not only shows the large scale of investment, but also clearly affirms the role of the development locomotive, the economic - political center of the whole country. Prominent among them is the Ngoc Hoi bridge project - one of the 7 large bridges across the Red River, with a total capital of more than 11,800 billion VND and the Hanoi High-Tech Biotechnology Park with a scale of nearly 200 hectares...

All of Hanoi's projects are implemented under the strong and close direction of the City's leaders, especially the Chairman of the City People's Committee, who regularly directs and inspects progress, removes difficulties, and requires departments, branches, and localities to focus highly, ensuring quality and construction progress.

With that determination, Hanoi has promptly commenced and inaugurated key projects on time, considering them as public works, practically serving people's lives, and at the same time as important and practical political actions to celebrate the 80th anniversary of the August Revolution and National Day September 2.
