Emulation Block No. 5 of the General Department of Logistics and Engineering includes the following units: Factory Z133 (block leader), Factory Z153, Factory Z151, Joint Enterprise Z751 and Military Mechanical Engineering Institute.

The report and opinions presented at the conference unanimously affirmed: In 2025, units in the bloc will promote the spirit of initiative and creativity, focus on technological innovation, improve production lines, promote research and application of scientific and technical advances, especially in the design and testing of new products, effectively serving national defense tasks and economic production. In 2025, more than 300 technical innovation initiatives were applied in practice, contributing to saving tens of billions of VND in material and labor costs, improving technical quality assurance. Investment, exploitation and use of new equipment were implemented methodically, associated with training and fostering to improve the qualifications of staff, engineers and technical staff. Many technical innovations and improvements were applied, contributing to improving productivity and shortening processing time.

Major General Vu Van Cuong, Deputy Political Commissar of the General Department of Logistics and Engineering, witnessed the handover of the rotating flag of the Head of Emulation Block No. 5 from Factory Z133 to Factory Z153 .

The commendation work is carried out in accordance with regulations, democratically, publicly, promptly, focusing on rewarding collectives and individuals who directly perform tasks and have outstanding achievements. The discovery, training, and replication of advanced models are given attention, creating a strong spreading effect throughout the whole bloc.

In order for the emulation and reward work and the 2026 Emulation Movement to win of the units in Emulation Block No. 5 to go into depth and achieve increasingly solid results, in his speech at the conference, Major General Vu Van Cuong requested Party committees and commanders at all levels to continue to thoroughly grasp the directives and resolutions of the Central Military Commission, the Ministry of National Defense and the General Department on emulation and reward work. Promote the leadership role of Party committees and commanders, the exemplary responsibility of cadres at all levels; continue to promote studying and following Ho Chi Minh's ideology, morality and style. Innovate the content, form and method of organizing the Emulation Movement to win; link regular emulation with peak and sudden emulation periods; reward promptly, publicly and transparently.

During the conference, the units in Emulation Block No. 5 voted to propose rewards and hand over the block leader and deputy block leader in 2026. Accordingly, Emulation Block No. 5 is Factory Z153 as Block Leader.
