Can I get a PhD without a master's degree?

Many people wonder if they can still qualify for admission or further study without a degree?

The Prime Minister's Decision on approving the framework of the national education system dated October 18, 2016 clearly stipulates that university training programs are accepted in one of three cases:

• High school graduates;
• People who have graduated from intermediate level, studied and passed the required amount of high school cultural knowledge according to regulations of the Ministry of Education and Training ;
• People who have graduated from college;

In Clause 1, Article 5, the regulations on university and college admissions for preschool education also stipulate that people who are recognized as high school graduates in Vietnam and people with intermediate vocational diplomas in the same group of majors applying for admission who have completed the required amount of high school cultural knowledge as prescribed by law will be admitted by universities.

On the other hand, the regulations on master's degree enrollment and training dated August 30, 2021 of the Minister of Education and Training stipulates 2 subjects eligible to take the master's degree entrance exam:

• Graduated or qualified for recognition of university graduation (or equivalent level or higher) in a relevant field;
• For research-oriented programs, graduation requirements are good or higher or have scientific publications related to the field of study and research.

Circular No. 18/2021/TT-BGDDT dated June 28, 2021 stipulates that candidates for the doctoral exam must also meet one of the following conditions:

• Master's degree;
• Graduated from university with honors or higher in a relevant major;
• Graduated with a degree equivalent to level 7 according to the Vietnamese national qualification framework in some majors; specialized training suitable for doctoral training.

According to the above regulations, everyone must graduate from high school to be eligible to apply for university, must have a university degree to be eligible to study for a master's degree, and must have a master's degree or a university degree with honors or higher to be eligible for admission and doctoral training.

Thus, without a university degree, one will not be eligible to study directly for a doctorate.
