Hundreds of medical staff are again calling for help because their salaries have been delayed for many months.

Many officials and employees of Quang Nam Traditional Medicine Hospital reported that from July to September, they only received the difference from the salary reform fund (after the basic salary increase from July 1) and overtime pay.

To date, the hospital has not paid the basic salary to its staff. The monthly expenses of the employees depend on their salary, but the hospital has owed them 3 months of salary, making life difficult for many people.

In response to the above incident, hospital staff have submitted a petition to the hospital union but it has not yet been resolved. Many staff hope that the authorities will investigate and come up with a solution to help hospital staff receive full salary payments.

Mr. Pham Ngoc Tuan - Chairman of the Trade Union of Quang Nam Traditional Medicine Hospital - said that the hospital has 122 employees on the payroll and 14 contract medical staff. From July to September, the hospital did not pay full salaries and insurance for its employees.

Without receiving their salaries, the lives of the staff working at the hospital are in difficulty. The union has repeatedly petitioned the hospital leadership to pay their salaries, but to date, nothing has been done.

The hospital union also reported and requested the Quang Nam health sector union to intervene with leaders at all levels to help the hospital overcome financial difficulties; at the same time, the industry union considered supporting difficulties for union members at the hospital base, to encourage their spirit and help union members stabilize their lives, feel secure in their work, and serve patients better.

Recently, on October 6, the hospital reported in response to the petition regarding unpaid salaries of staff and employees at the hospital.

The report signed by Mr. Ngo Ngoc Toan, Director of the hospital, said that the reason for the unpaid wages to employees is that the hospital's revenue from medical examination and treatment from the beginning of the year until now has only reached 49.5%. The lack of medicine, medical supplies, chemicals... has caused the number of patients coming to the hospital for examination and treatment to be lower than the same period many years before the Covid-19 epidemic occurred. Therefore, the hospital's revenue is not guaranteed.

According to the hospital's leaders' explanation, in the first 6 months of the year, the facility used the 2022 compensation fund transferred to 2023 of more than 4.8 billion VND and the advance payment for health insurance examination and treatment in the first and second quarters of Quang Nam Social Insurance to pay salaries and ensure regular operations. Since July, the hospital no longer has enough funds to continue paying salaries.

The Hospital Director has requested the Department of Health to advance the funding to support regular operating expenses in 2023 of the Provincial People's Committee; borrow salary reform funds to pay salaries and regular operating expenses; request additional funding sources; and at the same time request the Department of Health to speed up centralized bidding in the whole province to soon put drugs, medical supplies, and chemicals into use.

On October 11, Mr. Nguyen Hong Quang - Vice Chairman of Quang Nam province - signed a decision to allocate more than 28.4 billion VND from the health sector to the Department of Health to cover regular operating expenses for provincial-level medical facilities. Of which, the first allocation to the Traditional Medicine Hospital is 1.27 billion VND, to pay salaries for hospital staff.

Discussing the situation of doctors and nurses being paid late, Mr. Nguyen Van Van - Deputy Director of Quang Nam Department of Health - said that the Department had received information about Quang Nam Traditional Medicine Hospital owing salaries to staff and had submitted a request to the Provincial People's Committee for additional funding.

According to Mr. Van, the People's Committee of Quang Nam province has decided to supplement the Department of Health with more than 28 billion VND to cover regular operating expenses for provincial-level medical facilities and medical examination and treatment activities at district, town and city medical centers under the Department.
