Accordingly, at about 10 am on the same day, at the intersection of Tu Mo - Pham Hung (in Yen Hoa ward, Hanoi ), the water was about 30cm deep and many people passing by had symptoms of numbness in their limbs, some even collapsed, suspected to be affected by the electric current leaking in the water.
Immediately after receiving the feedback, the Yen Hoa Ward Electricity Management Team inspected and determined that at this location there was no power line managed by Ba Dinh Electricity Company.

At the scene, there was only one steel lamppost belonging to the lamppost line managed and operated by Vimeco Joint Stock Company. The lamppost was powered by the lighting cabinet of this unit itself. Ba Dinh Electricity Company coordinated with Hanoi Urban Lighting and Equipment Company Limited (Hapulico), the unit managing the city's lighting system, to support Vimeco in cutting off the power supply to the flooded area that was at risk of being unsafe. Through inspection, it was discovered that the cause of the incident was due to the timer system running incorrectly, causing the lighting power source to still operate in flooded conditions.
On the same day, Hanoi Electricity Corporation said that due to heavy rain causing widespread flooding, the unit had to temporarily stop supplying electricity to more than 13,940 customers, mainly concentrated in central wards such as: Ba Dinh (5,735 customers), Hoan Kiem (2,098 customers) and Ha Dong (2,884 customers).
Some suburban areas such as Gia Lam, Tu Liem, Dong Anh, Soc Son, Son Tay, Thuong Tin and Ung Hoa also recorded flooding with more than 3,220 customers affected.
Hanoi Electricity also recommends that people immediately cut off the power source in their homes when there is a risk of flooding, and not touch electrical equipment with wet hands or walk barefoot on wet floors.
