In recent times, the district's mass mobilization work has continued to be implemented synchronously and effectively, promoting the spirit of initiative and creativity in mobilizing, preserving, spreading and enriching the cultural beauty of Hanoi people. As soon as Directive 30-CT/TU was issued, the District Party Committee's Mass Mobilization Committee concretized the contents of Directive No. 30-CT/TU and Plan No. 175-KH/QU through the development and implementation of annual mass mobilization plans and programs; especially through the implementation of the emulation movement "Skilled mass mobilization".

From the beginning of 2024 to now, the whole district has had 325 models, typically "Skilled Mass Mobilization" registered at all 3 levels (city, district, grassroots); of which there are 154 models in the cultural - social field. The district's "Skilled Mass Mobilization" models aim to build a healthy cultural life, preserve national cultural identity, actively participate in charitable and humanitarian activities, well implement the City's 2 codes of conduct... associated with implementing campaigns and patriotic emulation movements, contributing to the development of culture, urban civilization, contributing to the successful implementation of socio -economic, security - defense targets in the district over the past many years.

The Directive clearly demonstrates the spirit of looking straight at the truth, stating the truth to analyze and point out the limitations. At the same time, it sets out fundamental, systematic, scientific and practical tasks and solutions to create a strong change in building elegant and civilized Hanoians; building and implementing a system of cultural values, a system of family values ​​and human standards of the Capital in the new period.

In addition to the highly general comments on the inelegant and uncivilized manifestations of Hanoi people, in Directive 30, the Standing Committee of the City Party Committee clearly stated: in perception, some Party committees and authorities, first of all the leaders, still underestimate the cultural values ​​and human values ​​of Hanoi in developing all aspects of social life; still focus on economic values, not paying attention to cultural and human factors in building and implementing socio-economic development plans and projects, leading to the destruction of architectural space, encroachment on cultural heritage, and distortion of urban and rural landscapes.

Directive 30 of the Standing Committee of the City Party Committee has set out fundamental, methodical, scientific and practical tasks and solutions; it is the result of absorbing comments and is the intellectual product of all levels, sectors, experts, scientists and people of the Capital.

To promote the achieved results, overcome the limitations, create strong changes in building elegant and civilized Hanoians, building and implementing the system of cultural values, family values ​​and human standards of the Capital in the new period, the Party committees at all levels, the government, the Fatherland Front and socio-political organizations of Thanh Xuan Nam ward focus on leading and directing the good implementation of a number of key tasks.

Building a civilized urban environment; promoting people's mastery

After the Hanoi Party Committee issued Directive No. 30-CT/TU, implementing the guidance of the Thanh Xuan District Fatherland Front in Plan No. 47/KH-MTTQ-BTT, dated March 14, 2024 on "Strengthening the leadership of the Party Committee in building elegant and civilized Hanoians", Nhan Chinh Ward carried out propaganda work on the fanpage of the Ward Fatherland Front Committee, zalo channels of residential areas, residential groups, through organizing a People's Delegation Conference to discuss the construction of cultural life in residential areas.

In recent times, the construction of cultural life in Nhan Chinh ward has become more and more substantial, promoting the people's mastery. In early 2024, Nhan Chinh ward organized 26 residential group conferences, 1 ward-level conference "Discussing the construction of cultural life", attracting more than 2,000 participants.

Notably, 36 self-management models in residential communities will continue to be maintained; in 2024, 3 models will continue to be replicated and 4 new models will be built in 18/18 residential areas, namely: the model "Mini apartments ensuring fire safety"; the model "Sustainable poverty eradication", the model "Residential areas without tax arrears", the model "Cultural apartments".

The best thing and also the biggest benefit when building self-management models is to promote the initiative, positivity, self-management and creativity of each residential area, each person, each family to create great strength and development motivation in the residential area. Each model has its own purpose and criteria, but all aim at the common goal of building a civilized urban environment.

And for the models to be long-term, sustainable, and play an important role in the residential community, the Ward Fatherland Front has developed a specific plan, held meetings to analyze the situation, and oriented residential areas to choose suitable for each locality to ensure practicality, efficiency, and feasibility. Through evaluation, the models have been and are promoting effectiveness, especially in ensuring security and order, environmental sanitation, and fire prevention.
