
Immediately after Decree No. 119/2024/ND-CP dated September 30, 2024 of the Government on electronic payment for road traffic was issued, the Ministry of Transport and the Vietnam Road Administration urgently deployed guiding documents to ministries, branches, localities, road use fee payment service providers, BOT project investors/enterprises and related units.
The focus of the implementation is to disseminate and guide vehicle owners on the route and how to convert toll collection accounts to traffic accounts connected to cashless payment means.
According to reports from road payment service providers, as of September 30, 2025, most toll accounts have been converted into traffic accounts.
However, only over 3 million accounts out of a total of 5.8 million transport accounts have completed connecting to non-cash payment methods. There are still about 2.8 million accounts that have not been connected, including nearly 170,000 accounts of transport enterprises.
Through feedback from individuals and transport businesses, the Vietnam Road Administration found that there are still some difficulties in the connection process.
Specifically, problems occur at businesses, connecting non-cash payment methods (such as e-wallets, credit cards, payment authorization) is more difficult than for individuals. E-wallets for businesses are not widely available, leading to difficulties in connecting to traffic accounts. When connecting, corporate credit cards incur high fees (1-2%), causing costs. Payment authorization solutions do not meet the processing speed of the non-stop electronic toll collection system (required under 0.2 seconds).
Some individuals, especially foreigners, have difficulty identifying themselves to link their transport accounts with non-cash payment methods.
To resolve the above problems, avoid congestion at toll stations, disruption of road transport activities and impact on the transportation of essential goods, especially in the context of complicated storms and floods, the Vietnam Road Administration has directed road use payment service providers and BOT project investors/enterprises to implement specific measures:
Continue to use toll collection accounts of foreign individuals and enterprises to replace non-cash payment methods connected to transport accounts, at least until December 31, 2025. During this time, the parties will complete solutions for non-cash payment methods of enterprises.
Road toll payment service providers proactively coordinate with Vietnam Expressway Corporation (VEC) and BOT project investors/enterprises to develop scenarios and solutions to handle possible incidents. At the same time, increase direct staff at toll stations to guide and support vehicle owners to connect their traffic accounts with non-cash payment methods according to regulations.
In addition, the Vietnam Road Administration continues to advise the Ministry of Transport to work with the State Bank of Vietnam to direct commercial banks and payment intermediary organizations to remove obstacles in service fees as well as connection solutions, ensuring the processing speed of the non-stop electronic toll collection system is met.
The Vietnam Road Administration is committed to working with relevant parties to ensure a smooth transition, contributing to promoting electronic payments in the road transport sector, bringing practical benefits to people and businesses. Press and media agencies are encouraged to coordinate to widely disseminate information so that vehicle owners can grasp and implement it promptly.
