At the inspection session, Vice Chairman of the City People's Committee Tran Chi Cuong listened to the leaders of Thang Binh commune and related units report on the plan to adjust the boundary and area of lot F/F1 out of the Ha Lam - Cho Duoc Industrial Park.
According to the People's Committee of Thang Binh Commune, the People's Committee of Thang Binh District (old) previously had a meeting with households affected by the project. However, the households only agreed to be resettled at lot F/F1 of the above-mentioned industrial cluster.
On August 8, 2025, the People's Committee of Da Nang City issued Official Dispatch No. 948 regarding the Vo Chi Cong Road Completion Project. It stated: The Department of Industry and Trade shall preside over and coordinate with relevant agencies and localities to carry out the dossier and procedures for adjusting the planning of Ha Lam - Cho Duoc Industrial Cluster, and submit them to competent authorities for appraisal and approval according to regulations.
This will serve as a basis for implementing procedures to build resettlement areas for households cleared within the intersection of the Coastal Road Completion Project 129 (Vo Chi Cong) with National Highway 14E (old).

On August 18, 2025, the People's Committee of Thang Binh commune received Official Dispatch No. 740 from the Department of Industry and Trade on adjusting the boundary and area of Ha Lam - Cho Duoc Industrial Cluster.
The content of Official Dispatch No. 740 states: "For the land area of lot F/F1 excluded from the boundary of Ha Lam - Cho Duoc Industrial Cluster, the People's Committee of Thang Binh Commune is requested to orient the land use to ensure compliance with the provisions of the law on land, industrial cluster planning and national technical standards on construction planning; in which it is noted that residential areas must not be arranged in the area of this lot F/F1".
This causes difficulties and confusion for the People's Committee of Thang Binh commune in the implementation process.
The area adjusted out of the boundary of Ha Lam - Cho Duoc Industrial Park is nearly 3.5 hectares, including lot F/F1 and the green trees and planned roads. The total area of this industrial park after adjustment is more than 80 hectares.
Through inspection, Vice Chairman of the City People's Committee Tran Chi Cuong suggested developing two options to resolve resettlement for households cleared within the project's intersection with National Highway 14E.
Specifically: planning a new resettlement area or implementing a plan to adjust the boundary and area of lot F/F1 out of the Ha Lam - Cho Duoc Industrial Park.
Vice Chairman of the City People's Committee Tran Chi Cuong requested the People's Committee of Thang Binh commune and related units to prioritize the plan of mobilizing, propagating, and collecting opinions from 9 households to be cleared to agree on resettlement in a more suitable location, ensuring that the new place of residence must be better than or equal to the old place of residence.
This will create high consensus among the people when speeding up project progress and not affect the planning of industrial clusters and production expansion orientation of enterprises.
