Da Nang city leaders work on ethnic, religious and mountainous affairs

According to the Department of Ethnic Minorities and Religions of Da Nang City, the total funding for the implementation of the National Target Program on Socio -Economic Development in Ethnic Minority and Mountainous Areas in 2025 is more than 1.26 billion VND. Of which, investment capital is more than 574 million VND, and public capital is nearly 700 million VND. The disbursement result by June 30, 2025 is more than 466 million VND, reaching 37%.

The total capital for implementing the 2025 program, including the capital transferred from previous years, is more than 46.3 billion VND. Of which, the investment capital is more than 30.7 billion VND; the career capital is more than 15.5 billion VND. Deputy Director of the Department of Ethnic Minorities and Religions of the city Dang Tan Phuong said that the implementation of the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas still faces difficulties and problems due to the impact of the merger between localities. Many mountainous districts of Quang Nam province (old) have not yet allocated all or have not allocated resources to the commune level when the district-level local government activities end. Some districts do not report each project and sub-project under the program, as well as the funding sources chaired by the district departments and offices (old) to the commune, so the work of synthesizing data is difficult.

Up to now, there are 3 communes that have not reported the investment capital and career capital of the program (Tra Tan, La Dee, Ben Hien communes). After the project was handed over to the new commune, the communes were confused about the transfer of the investor's duties. Sectors and localities were confused when applying the budget for the career capital of the program due to the provisions of current circulars and regulations.

The leaders of the Department of Ethnic Minorities and Religions proposed that the City People's Committee propose to the Government and the Ministry of Ethnic Minorities and Religions a number of contents such as: the overall National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2026 - 2030, designing the program in a streamlined direction, grouping projects and sub-projects with similar tasks, concentrating resources, limiting dispersion and overlap with other programs...

The Ministry of Ethnic Minorities and Religions is requested to propose to the Government to continue supporting the city from the central budget to implement the Program for the period 2026-2030. Focus on mechanisms and policies to invest in inter-regional, inter-commune and inter-village transport infrastructure; invest in education, healthcare, digital transformation technology infrastructure, etc.

Vice Chairman of the City People's Committee Tran Anh Tuan highly appreciated the efforts and results achieved in ethnic and religious affairs and the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas. At the same time, he noted that departments and branches need to continue to update and grasp the scale of programs and projects deployed in the area; evaluate the level of deployment and implementation, ensuring the basis for disbursing budget capital for programs and projects. Departments and branches continue to coordinate and work with mountainous localities to compare the volume of work completed, and to check and grasp the list of implementation in localities and units taking over the tasks. At the same time, together with the Department of Finance, proactively review and compare to find ways to remove difficulties and obstacles.

The Vice Chairman of the City People's Committee also requested the Department of Finance to coordinate with departments and branches to proactively coordinate in handling, adjusting budget estimates, supplementing resources and related issues. Work with project investors to speed up disbursement progress. Ensure that construction is implemented, accepted and disbursed as soon as possible. Construction projects must be completed and put into use soon.
