The document clearly stated that recently, the situation of gold smuggling across the border and inland has shown signs of increasing, with increasingly sophisticated methods and tricks, seriously affecting the monetary security situation, the gold market and social order and safety. In order for the management of the gold market to ensure compliance with legal regulations, promptly detect, prevent and strictly handle gold smuggling activities in the province, the Head of Steering Committee 389 of Lao Cai province requested:

Member sectors of the Provincial Steering Committee 389, People's Committees of communes and wards according to assigned functions and tasks Continue to promote propaganda and dissemination of legal regulations related to gold trading, import and export; mobilize people not to participate in or assist in gold smuggling activities; at the same time, seriously and effectively implement the Resolutions and Conclusions of the Politburo , of General Secretary To Lam and the Resolutions, Official Dispatches, Directives and directives of the Government and Prime Minister on monetary and fiscal policies and gold market management.

The State Bank - Branch of Region 4 in Lao Cai province shall preside over and coordinate with relevant agencies and units to strengthen the inspection and surprise inspection of the production and processing of gold jewelry and fine arts; the purchase and sale of gold bars, gold jewelry and fine arts; the import and export of gold materials and other gold trading activities that show signs of violations in the trading of smuggled gold; when detecting suspicious transactions, exchange and provide information and coordinate with functional forces to identify violations by organizations and individuals, promptly and strictly handle them according to the provisions of law.

The provincial police directed professional units, police of communes and wards, especially police of border communes and wards to step up basic investigation work, establish specialized projects to combat smuggling rings, gangs, enterprises, and business establishments, transporting and storing smuggled gold; closely coordinate with relevant agencies in the process of detecting, investigating, prosecuting, trying and strictly handling according to the provisions of law to ensure deterrence and prevention of violations.

The Provincial Military Command directed the Border Guard Command to strengthen patrols and controls at border routes, border gates, trails, openings, rivers and streams; establish a special project to combat subjects illegally transporting smuggled gold across the border to promptly prevent, arrest and handle illegal gold smuggling activities; regularly exchange, provide information and closely coordinate with the Customs and Police forces to combat transnational gold smuggling rings.

The Customs Sub-Department of Region VII directs professional units to strictly manage the import, export, temporary import and re-export of gold by licensed enterprises, closely monitor goods and luggage, import and export through border gates, promptly detect, prevent and strictly handle activities of transporting smuggled gold, hiding in containers, packages, luggage... in accordance with the provisions of law; closely coordinate and exchange information with the Police and Military forces to combat transnational gold smuggling rings.

The Department of Industry and Trade directed the Market Management Department to strengthen the work of grasping information on gold trading activities in the area. When detecting signs of violations, closely coordinate with relevant agencies to inspect businesses, establishments trading and manufacturing gold jewelry and fine arts if there are signs of buying, selling, transporting, storing smuggled gold, gold of unknown origin, gold with fake trademarks, and strictly handle violations according to the provisions of law.

The Department of Science and Technology shall preside over and coordinate with relevant agencies and units to strengthen the inspection and quality management of gold jewelry and fine art circulating on the market and the inspection of measuring instruments of organizations and individuals trading in gold, to prevent subjects from taking advantage of deceiving and cheating on the quantity and quality of gold, causing damage to consumers, and to protect the brand, rights and legitimate interests of organizations and individuals trading in genuine gold.

The People's Committees of communes and wards direct functional forces in the area to strengthen their grasp of the situation, proactively prevent, exchange information, and closely coordinate with functional forces of the province in the fight against gold smuggling in the area.
