Vietnam Boxing Federation officially speaks out about Mr. Luu Tu Bao's case: Lots of hot information

On the afternoon of September 5, the Executive Committee of the Vietnam Boxing Federation (VBF) held an online meeting to resolve issues surrounding the absence of VBF President Luu Tu Bao over the past six months.

If we have not received Mr. Liu Xiu Bao's authorization, what action will VBF take?

Like the meeting of the VBF Standing Committee yesterday, the VBF Executive Committee meeting held today did not have the participation of VBF President Luu Tu Bao.

After the meeting, the VBF Executive Board issued a press release with the following content: "On September 5, 2025, at 5:00 p.m., the VBF term II (2023 - 2028) held an Executive Board meeting with the presence of 30 members. The meeting format was online, the content of the meeting included VBF's activities in the past time.

Regarding competition organization: VBF has successfully organized two events, including the 2025 National Boxing Championship for Strong Teams (April, in Dak Lak province) and the 2025 National Youth Boxing Championship (July, in Ninh Binh province). The above two events were organized entirely with socialized funding, not dependent on the state budget.

The remaining important event in 2025 is the 2025 National Boxing Championship, which will take place in Ho Chi Minh City from October 2 to 12, 2025. The funding for the tournament is from socialized funding, from Mr. Luu Tu Bao - Chairman of VBF. The 2025 National Boxing Championship is an important event, held for the first time after the merger of provincial and municipal units nationwide. This is also an opportunity to prepare well for localities before the 2026 National Sports Festival, preparing the national team to be ready for the 33rd SEA Games (Thailand) and international tournaments in the future.

Mr. Nguyen Duy Hung - Vice President and General Secretary of VBF will run VBF during Mr. Luu Tu Bao's absence.

Regarding information related to VBF President Liu Xiu Bao, VBF said: "Mr. Liu Xiu Bao has been absent from Vietnam for more than half a year, not directly managing the activities of the federation, which has caused a stir in public opinion and unofficial information about Mr. Bao's involvement with international criminal organizations. Therefore, the Standing Committee and Executive Committee of VBF brought this issue to the conference and concluded as follows: Mr. Liu Xiu Bao went to the US for family matters since February 2025 and had to deal with some personal matters, so he could not return to Vietnam for the time being.

Mr. Luu Tu Bao will sign the authorization letter to manage VBF activities for Mr. Nguyen Duy Hung - Vice President and General Secretary of VBF in accordance with the provisions of the VBF's Charter of Operations approved by the Ministry of Home Affairs . The time from receiving the authorization letter until the end of March 2026; During the time when the authorization letter from the President has not been received, the Standing Committee and the Executive Committee of VBF unanimously authorize the management of VBF to Mr. Nguyen Duy Hung - Vice President and General Secretary of VBF; The Federation is responsible for ensuring the organization of competitions for provincial, municipal and industry units at tournaments in the national competition system, ensuring the establishment and international competition of the Vietnamese team. Any activities outside this scope of a federation member are personal matters and the individual must be responsible for his/her actions before the law."

Mr. Liu Xiu Bao's personal and judicial records have been confirmed by the responsible authorities before participating in VBF in 2023.

The Standing Committee and Executive Committee of VBF authorized Mr. Nguyen Duy Hung - Vice President and General Secretary of VBF to be the sole representative of VBF in statements related to all activities of VBF. Up to this point, VBF has not received any official notification from the competent authorities about the personal activities of President Luu Tu Bao in the past, or during the time he was not in Vietnam. Mr. Luu Tu Bao's personal background and judicial record were confirmed by the Ministry of Justice, the Ministry of Home Affairs, and the Ministry of Culture, Sports and Tourism before he ran for the VBF Executive Committee for the second term (2023-2028).

VBF reports to authorities

The Standing Committee and Executive Committee of VBF agree that in the case of VBF President Luu Tu Bao personally, if there is an official conclusion from domestic and international authorities about a violation of the law, the Standing Committee and Executive Committee of VBF will organize a conference to request permission to hold an extraordinary congress to elect a new president, ensuring the smooth direction and implementation of all VBF activities in accordance with legal regulations and still ensuring the operating budget of VBF until the end of the second term (2023 - 2028).

VBF will report in writing to the leaders of the Vietnam Sports Administration, the Ministry of Culture, Sports and Tourism, the Ministry of Home Affairs and relevant authorities on the above contents. VBF commits and strives to operate all activities of Vietnamese boxing in accordance with the principles, purposes and operating regulations of VBF approved by the Ministry of Home Affairs."
