Worry about slow investment in shared infrastructure at Lien Chieu port

According to the Ministry of Transport , the Lien Chieu port construction project - the shared infrastructure part is being invested and constructed by the Da Nang City Priority Infrastructure Investment Project Management Board (investor) (including breakwaters, shipping channels, port access roads...) and is expected to be completed in November 2025.

The Prime Minister has assigned the People's Committee of Da Nang City to urgently carry out procedures to select qualified investors to invest in the construction and business of ports, ensuring publicity and transparency in compliance with the provisions of the Law on Bidding, the Law on Land and related regulations.

At the same time, be responsible for ensuring the progress of putting ports into operation effectively and synchronously with shared infrastructure.

In addition, the city also needs to urgently deploy investment and construction and soon complete the project. At the same time, call on and attract economic sectors to invest in the functional sub-areas of the port area to exploit Lien Chieu port synchronously and effectively.

Up to now, the People's Committee of Da Nang city has submitted to the Ministry of Planning and Investment for appraisal of the investment policy of the Lien Chieu wharf construction project - the investment calling part.

According to the assessment, the construction time and putting into operation of the two starting wharves of Lien Chieu wharf area for container ships with a capacity of 100,000 tons (8,000 Teu) and a scale of 750m will take about 2-3 years.

Up to now, the investor for the wharf area has not been selected, so by 2025 it will not be possible to operate the two wharfs simultaneously with the exploitation of the shared infrastructure.

From here, the Ministry of Transport proposed that the People's Committee of Da Nang City continue to coordinate with competent agencies to complete and submit to the National Assembly for promulgation a Resolution amending and supplementing Resolution No. 119/2020 of the National Assembly on piloting the organization of urban government model and a number of specific mechanisms and policies for the development of Da Nang City on the content of investment, construction and overall exploitation of Lien Chieu port area.

The city was also asked to coordinate to speed up the approval process for the investment policy of Lien Chieu port area.

In addition, research is being done to adjust the investment progress of some construction items (breakwater, shipping channel, port access road...) under the Lien Chieu Port Construction Investment Project, Da Nang City - the shared infrastructure part is suitable with the investment progress of ports in the Lien Chieu port area.

The Vietnam Maritime Administration is assigned the responsibility to continue to closely coordinate and provide timely support during the process of Da Nang City People's Committee directing the implementation of the investment project for the construction of Lien Chieu Port - the shared infrastructure part and the investment calling part.

These recommendations aim to continue to effectively organize the implementation of the Master Plan for the Vietnam seaport system, soon put the wharfs in Lien Chieu wharf area into operation in sync with the shared infrastructure; attract and meet the volume of goods passing through seaports in the area in the coming time, contributing to the socio-economic development of the locality and the region.
