This is a common concern of members of the Steering Committee of the Campaign "Vietnamese people prioritize using Vietnamese goods" in Nam Dinh province at the Conference to summarize the implementation of the Campaign in 2024 in the province, organized by the Provincial Steering Committee on December 23.
According to the assessment of the Steering Committee of the "Vietnamese people prioritize using Vietnamese goods" campaign in Nam Dinh province, in 2024, all levels and sectors in the province, especially the member agencies of the Steering Committee, will continue to promote and diversify propaganda activities about the purpose and practical significance of participating in the campaign to all classes of people in the province.
State management work in implementing the Campaign has been strengthened and synchronously deployed by departments and branches in the province in specific aspects, such as issuing mechanisms and policies to remove difficulties; promoting administrative reforms; creating conditions and encouraging enterprises to produce and trade; supporting the business community to access and expand markets; strengthening state management of product quality and markets.
In particular, the Department of Industry and Trade has been coordinating to implement 17 local industrial promotion programs; the Department of Agriculture and Rural Development has well organized the One Commune One Product (OCOP) Program; up to now, the whole province has recognized 494 OCOP products with 3 stars or more.
According to the assessment of the Steering Committee of the "Vietnamese people prioritize using Vietnamese goods" campaign in Nam Dinh province, the campaign is increasingly receiving positive responses from society; helping local consumers gradually change their behavior, prioritizing the purchase and consumption of Vietnamese branded goods.
The campaign has also helped businesses in the province to be more fully aware of their rights and responsibilities, aiming to produce products that the market needs, with guaranteed quality, suitable prices, and competitiveness...
However, according to the Steering Committee of the "Vietnamese people prioritize using Vietnamese goods" campaign in Nam Dinh province, the implementation of the campaign in the locality still shows some limitations. In particular, the leadership, direction and coordination of the campaign in many places have not received due attention; some agencies, units, enterprises and localities have not fully understood the significance of the campaign, are still indifferent, stand on the sidelines, mainly assigning responsibility to the standing agency, leading to the implementation being a formality.
Most of the enterprises in the province are small and medium enterprises, investment in propaganda, promotion, brand building; investment in new equipment and technology to improve product quality is still limited, competitiveness with domestic and foreign goods is still limited.
In particular, although the relevant agencies have made many efforts to prevent it, the situation of counterfeit, smuggled and poor quality goods is still widespread. A large number of local consumers are still concerned about the price and quality of domestically produced goods; the mindset of using foreign goods among a large number of people with high incomes is still widespread.
Recognizing that the "Vietnamese people prioritize using Vietnamese goods" campaign has practical purposes and meanings, and needs to be maintained and improved in effectiveness, the Nam Dinh Provincial Steering Committee determined that in the coming time, the implementation of the campaign in the province will focus on strengthening propaganda work about the campaign; enhancing the role and responsibility of all levels, sectors, localities, agencies, units and enterprises in organizing the implementation.
State management agencies continue to promote administrative procedure reform, support establishments and enterprises to invest in changing technology, production processes, applying scientific and technical advances, reforming administrative procedures and advanced quality management programs; promote production according to value chain linkage, associated with traceability, brand building, product quality declaration, intellectual property rights registration, geographical indications to continuously improve product competitiveness.
Review and supplement documents, issue practical and appropriate policies and mechanisms to encourage and motivate businesses to expand production and product consumption markets.
Strengthen trade promotion activities, connecting domestic market supply and demand.
Step up the fight against smuggling and trade fraud, especially in the months before, during and after Tet.
Support programs, promote product brands, set examples of groups and individuals who have successfully implemented the campaign from the province to the grassroots level.
The Fatherland Front and socio-political organizations strengthen propaganda and mobilize cadres, union members, association members and people to prioritize purchasing and using Vietnamese goods, considering it one of the important political tasks of their organizations.
The Provincial Steering Committee proposed and recommended that the Provincial Party Standing Committee strengthen leadership and direction of Party committees at all levels to thoroughly grasp the 7 tasks and solutions to implement the Campaign in the spirit of Directive No. 03-CT/TW dated May 19, 2021 of the Secretariat.
Propose that the Provincial People's Committee supplement policies and mechanisms to create favorable conditions for enterprises to develop production; strengthen inspection, supervision, fight against smuggling, counterfeit goods, fake goods, and poor quality goods, and protect the interests of enterprises and consumers.
There are mechanisms and policies to encourage organizations, individuals and enterprises to invest and directly participate in the process of applying high technology, smart agriculture and automation in agricultural production; deep processing; support potential establishments/enterprises to participate in leading the chain; prioritize the allocation of appropriate resources to promote production development according to chain linkage; build and protect brands and trademarks; strengthen trade promotion and support product consumption.
