Training linked to practical needs

To concretize the Central's resolutions, programs and projects on improving the quality of human resources, Tuyen Quang province has issued many resolutions, programs and projects, typically the Project "Developing human resources in Tuyen Quang province for the period 2021 - 2025"; Project "Raising awareness, popularizing skills and developing human resources for national digital transformation to 2025, with a vision to 2030", Project "Developing tourism human resources in Ha Giang province to 2025"; Resolution regulating policies to attract human resources, support postgraduate training, and improve foreign language proficiency of the People's Council of Tuyen Quang province.
According to statistics from the Department of Education and Training, the province currently has over 500,000 people of working age, of which agricultural workers account for over 60%. This is both an advantage in terms of abundant labor force and an urgent need for structural transformation and skill improvement. In the 2021-2025 period, the province has organized vocational training for over 90,000 workers, of which over 80% of workers have stable jobs after training.
In addition to vocational training, the province also focuses on developing high-quality human resources. Every year, hundreds of students are selected and sent to study at key universities at home and abroad under joint programs. In the period of 2021 - 2025, thousands of officials, civil servants and public employees of the province will participate in professional training and development courses. Postgraduate training and foreign language proficiency improvement for 472 officials, civil servants and public employees will be supported; knowledge and professional training for nearly 1,000 commune-level People's Council delegates for the 2021 - 2026 term will be provided.

Dr. Nguyen Minh Anh Tuan, Principal of Tan Trao University, said: In the 2025-2026 school year, the school plans to enroll and train 1,300 university students in 17 majors such as economics, nursing, information technology, data science, tourism culture, political science, etc. The fact that the Central and the province have mechanisms and policies to support funding for a number of majors has attracted more and more university students, creating a high-quality human resource to meet the development requirements of the province in the new period.
Breakthrough in human resource development associated with digital transformation
In the trend of developing digital economy and digital society, Tuyen Quang always attaches importance to improving IT, foreign language and digital skills for cadres, civil servants, public employees and workers. Many agencies and units have pioneered digital transformation, both improving work efficiency and creating a modern and professional working environment. Up to now, 100% of cadres and civil servants have email accounts; leaders are equipped with specialized digital signatures; all agencies and communes participate in paperless meetings. In particular, the rate of online public services at level 4 is at 80 - 87%, with nearly 90% of results returned online.
Director of the Department of Science and Technology of Tuyen Quang, Pham Ninh Thai, said: The whole province is maintaining the operation of 1,868 community digital technology groups with a total of over 10,000 members; in 2024 and 8 months of 2025, over 2,540 officials and civil servants of agencies, units and localities participated in training on digital transformation. Most recently, more than 4,000 officials and civil servants of the province were trained in applying artificial intelligence (AI), this is a breakthrough step, concretizing the resolutions of the Central and the province on improving the quality of human resources.
In the draft political report submitted to the 1st Congress of Tuyen Quang Provincial Party Committee, term 2025-2030, the goal is to train and foster 100% of cadres, civil servants and public employees according to job positions; at least 85% of leaders and managers at all levels meet the standards of political theory; 70% of commune-level cadres and civil servants have university degrees or higher. Increase the rate of trained workers to 72% or higher, of which the rate of trained workers with degrees and certificates is 30% or higher.
To realize that goal, the province has proposed solutions, emphasizing specific tasks such as: Reviewing and evaluating the existing staff, thereby building a training plan associated with practical needs. Expanding cooperation with political schools and academies inside and outside the province to improve training quality; increasing the sending of young cadres, female cadres, and ethnic minority cadres to the grassroots for training. For vocational training institutions, it is necessary to strongly innovate the curriculum, content and teaching methods in the direction of linking with the practical needs of businesses to ensure training according to standards, close to recruitment needs. Focus on bringing new technology, digital skills, foreign languages, and soft skills into the teaching process so that vocational students have enough capacity to compete in the labor market. Along with that, investing in facilities and vocational training equipment in a modern direction, synchronized with actual production technology; Promoting international cooperation in vocational training is considered an effective direction, helping to access advanced technology and modern training models, thereby improving human resource quality.
Tuyen Quang's efforts in improving the quality of human resources have been creating a clear change, with a service-oriented and creative administration; increased labor productivity, many new professions being formed, and people's lives constantly improving. This is the important foundation for the province to firmly step into the new era.
