According to the National Center for Hydro-Meteorological Forecasting, the circulation of storm No. 12 combined with cold air and East wind disturbances can cause especially heavy rain in Da Nang City, with total rainfall from 350 to 600mm, in some places over 800mm, with potential risks of flooding, landslides, and strong gusts of wind.
Faced with that situation, the Da Nang City Military Command ordered all forces to be on duty 100% from 5:00 p.m. on October 22 to 5:00 p.m. on October 30; strictly maintain command, on-duty, and 24/7 rescue; fully prepare means and materials, ready to mobilize to rescue people in case of emergency.

Colonel Tran Huu Ich, Commander of the Da Nang City Military Command, said: "The unit has deployed the Standing Militia Squadron to coordinate with Naval Region 3 to organize safe anchoring of boats; Armored Battalion 699 is ready to mobilize when ordered; Border Guard forces organized to call on boats to urgently enter shelters, strictly implementing the sea ban order according to regulations to ensure the safety of fishermen's lives."
At Regiment 971 (Da Nang City Military Command), during the alarm inspection, the entire unit quickly deployed response equipment and materials: Motorboats, life jackets, lifebuoys, saws, props, etc. were checked and fully replenished. Soldier Le Van Hoang, Company 1, Battalion 1 shared: "Our unit is located in an area that is often flooded when there is prolonged heavy rain, so we are always ready to mobilize to rescue and evacuate people in emergency situations."

The 270th Engineer Brigade, the core force in search and rescue of the Military Region, has also proactively consolidated its barracks and warehouses, reviewed response plans, and supplemented materials and means for disaster prevention and control - search and rescue. Colonel Nguyen Hoai Son, Brigade Commander, said: "Currently, the unit has arranged teams and crews to be on duty 24/7 in key areas, maintaining canoes, motorboats, rescue vehicles, first aid equipment, and is ready to mobilize when ordered."
Directly inspecting and directing the response to storm No. 12, Colonel Phan Dai Nghia, Deputy Commander and Chief of Staff of Military Region 5, emphasized: “An important factor to improve the effectiveness of response is the unified direction and management from the Military Region to the grassroots. The Military Region has established a hotline between the Military Region Command and the Military Commands of provinces and cities; at the same time, maintaining the Command Center for natural disaster prevention and control - search and rescue at Division 315 and the Defense Command of Region 6 - Tuy Hoa, the Military Command of Dak Lak province to ensure smooth information, close coordination, and timely handling of all situations”.

In Quang Ngai , a locality located in the center of the storm's impact, the Provincial Military Command has proactively developed a response plan, established more than 100 shock troops and many specialized vehicles such as canoes, armored vehicles, life buoys, etc.; closely coordinated with local Party committees and authorities to organize calls for boats to take shelter, reinforce structures, and control people passing through areas at risk of landslides. Lieutenant Colonel Tran The Phan, Commander of the Provincial Military Command, affirmed: "The motto '3 ready', '4 on-site' is always thoroughly understood, but the most important thing is to organize specific and effective implementation: Have forces, have plans, have vehicles and have logistics right on the spot, in each village, hamlet, and unit".
Along with specialized forces, the militia and self-defense system, the reserve forces in Military Region 5 have been mobilized, ready to coordinate with the government, police, and Border Guard to help people reinforce their houses, evacuate from dangerous areas, prepare logistics and necessities, and ensure life during stormy days.
