Delaying the transfer of traffic accounts to December 31

In response to many complaints from foreign individuals and transport businesses about connecting non-cash payment methods to transport accounts before October 1, on the evening of September 30, the Vietnam Road Administration announced that it would continue to use the toll collection accounts of these entities until December 31, 2025.

Specifically, road toll payment service providers continue to use toll collection accounts of foreign individuals and businesses as a substitute for non-cash payment methods to connect with traffic accounts until December 31, 2025, while completing solutions for non-cash payment methods of businesses to connect with traffic accounts.

According to the feedback of transport enterprises, non-cash payment methods such as e-wallets, credit cards, payment orders, etc. of enterprises when connecting to transport accounts are more difficult than non-cash payment methods of individuals. Because e-wallets for enterprises are not widely provided, it is difficult to connect to transport accounts.

In addition, the enterprise credit card connected to the traffic account has to pay high fees (1 - 2%), which is costly for the enterprise. The payment authorization method (the payment account is authorized by the vehicle owner to pay when a transaction occurs) connected to the traffic account does not meet the processing speed of the non-stop electronic toll collection system (less than 200 milliseconds).

For some individuals, especially foreigners, it is difficult to identify themselves to connect their transport accounts with non-cash payment methods.

To resolve the difficulties and problems of foreign individuals and transport enterprises, the Vietnam Road Administration has requested road payment service providers and investors and BOT project enterprises to extend the time to connect non-cash payment means to transport accounts. This also prevents congestion at toll stations, does not interrupt road transport activities, and affects the transportation and supply of essential goods to serve the people during the complicated storm season.

The Vietnam Road Administration also requires road toll payment service providers to proactively coordinate with VEC and investors and BOT project enterprises to develop scenarios and solutions for possible incidents; increase direct personnel at toll stations to guide and support vehicle owners in connecting traffic accounts with non-cash payment methods according to regulations.

At the same time, the Vietnam Road Administration continues to advise the Ministry of Construction to work with the State Bank to direct commercial banks and payment intermediary organizations to remove obstacles in service fees and connection solutions to meet the processing speed of the non-stop electronic toll collection system.
