Reason for not transferring the case of violations at Bac Lieu Vocational College to the investigation agency

As reported by SGGP Newspaper, the Inspectorate of Ca Mau Province has issued a conclusion on a surprise inspection of compliance with the law on implementation and payment of practice hours; support for meals, travel expenses and fuel payments for B2 and C class car driving training classes at Bac Lieu Vocational College. Thereby, many violations were discovered. The inspection period is from January 1, 2023 to March 31, 2024.

Through inspection, it was discovered that Bac Lieu Vocational College and teachers signed a record of acceptance, liquidation and payment for practice teaching hours that was not true to reality; teachers lacked teaching hours compared to the contract, with a difference of more than 434 million VND. After payment, teachers returned the difference in practice teaching hours to the Driver Training and Testing Center and this amount was left out of the accounting books by the treasurer of Bac Lieu Vocational College.

In addition, the school settled with the Department of Labor, Invalids and Social Affairs of Bac Lieu province (formerly) for the extra hours of practical teaching compared to the actual 4 car driving training classes for young people completing military service and police service. The total amount of violations that the inspector recommended that Bac Lieu Vocational College be responsible for recovering and paying to the State budget is over 572 million VND.

According to the Inspectorate of Ca Mau province, the above limitations are the responsibility of the Principal of Bac Lieu Vocational College , Vice Principal of Bac Lieu Vocational College - in charge of the Driver Training and Testing Center, Head of the Driving Practice Department, accountant, treasurer... for not properly implementing the regulations according to the contract, violating the acceptance and settlement of practice teaching hours; collecting money from practice teachers without keeping accounting records.

However, through verification, the principal and related individuals determined that the money collected from teachers was to raise funds for recruitment and to attract students to participate in vocational training at the school. After public opinion reflected, the school returned the money to the teachers.

During the process of collecting opinions on some contents of the draft inspection conclusion, the school and related departments and individuals corrected violations and paid over 572 million VND.

“According to the current policy of the Party and the State, priority is given to recovering lost assets, specifically the violators have proactively overcome the consequences. Considering that it is not necessary to transfer the case to an investigation agency but only to handle it administratively according to the level of violation according to regulations, it is necessary to review the role and responsibility of the Principal of the vocational college and related departments and individuals,” the Ca Mau Provincial Inspectorate stated in its conclusion.
