In each period, the province has many flexible ways to mobilize maximum social resources to support housing improvement for poor, near-poor and disadvantaged households. Specifically, in the period 2006-2010, the whole province supported 3,616 households with nearly 90.4 billion VND; in the period 2016-2018, it supported 1,311 households with over 65 billion VND; in the period 2017-2020, it supported 370 poor, near-poor and disabled households with over 22 billion VND. In 2023, it mobilized and organized the construction and repair of 441 houses for poor households. Notably, in 2024, the province completed support for 410 households damaged by storm No. 3 with a total cost of over 24 billion VND; From the "For the Poor" Fund and social mobilization resources of the Fatherland Front at all levels in the province, support has been deployed to help improve the quality of 146 houses with a total cost of over 11,402 billion VND for poor and near-poor households according to the multidimensional poverty standards applied in the province.
In 2025, continuing to implement the program to eliminate temporary housing and dilapidated houses according to the emulation movement launched by the Prime Minister, Quang Ninh has issued documents, implementation plans, and directed units, departments, branches, and localities, in which the goal is to strive by the end of 2025 to complete the elimination of 100% of temporary housing and newly-emerged dilapidated housing for the poor, near-poor, and families of people with meritorious services to the revolution who have difficulty with housing, and whose houses are in need of repair or new construction in the province.
The Provincial People's Committee assigned localities to be responsible for reviewing, updating data, and implementing support for eliminating temporary and dilapidated houses. The Standing Committee of the Provincial Fatherland Front Committee issued a plan to direct the Fatherland Front at all levels to closely coordinate with member organizations to propagate, mobilize social resources, monitor implementation, and ensure the completion of goals.
Typical house models are designed to suit terrain and climate conditions, creating conditions for people with revolutionary contributions, poor households, and near-poor households to easily choose.
With the synchronous participation of all levels, sectors, local authorities, the joint efforts of the people and the sharing of philanthropists, Quang Ninh has completed the goal of eliminating 100% of temporary and dilapidated houses in the whole province. According to statistics, in addition to resources from the provincial budget, Quang Ninh has mobilized over 2.5 billion VND from socialization and nearly 15 billion VND of counterpart capital from the people, demonstrating the strength of community solidarity in caring for social security.
Ms. Dinh Thi Dieu, Zone 6, Hiep Hoa Ward emotionally shared: “Before, every time there was a storm, I was worried about leaky roofs, drafts, and wet furniture. Now that the house is new, the walls are hard, the roof is tight and the doors are solid, no longer as worrisome as before, my two children and I can live in peace. The program is very meaningful and deeply humane. The new roofs are not only a shelter from the sun and rain, but also peace and encouraged faith; a stepping stone for people to focus on labor production and improve their lives.
The completion of the goal of eliminating temporary and dilapidated houses not only affirms the political determination and scientific and methodical approach of Quang Ninh, but also demonstrates the solidarity of the entire political system, the business community and the people. New, solid roofs help poor households settle down, stabilize, improve their quality of life, contribute to effectively implementing the goals of sustainable poverty reduction and ensuring social security in the area.
