In Tuyen Quang, the removal of more than 15,000 temporary and dilapidated houses has become a miracle. It is the result of the will and consensus of the Party Committee, the government and the people, in accordance with the motto "unanimity from top to bottom, smooth operation from top to bottom". Each house built is a story full of hardship and creativity, bringing a prosperous life to the people.

The hardship of "carrying" a house up the mountain

“To build this house, the whole village had to carry each brick up the hill, otherwise there would be no materials to build” - the simple saying of Mr. Sung Chu Co, Ha De village, Lung Phin commune encapsulates the hardships that the people here have experienced. In Tuyen Quang , transporting construction materials entirely by human power is not uncommon. Some households only have to carry a few dozen meters, but there are families who have to overcome several kilometers of trails halfway up the slope. On rainy days, the dirt road is slippery, and several people have to push and pull together to get up the hill.

In Ma Hoang Phin village, Minh Tan commune, Mr. Hau Mi Phuong's old house is precariously located on the mountainside, with wind blowing from all sides. The only way to the house is a small, narrow path, muddy after each rain. To build his house, border guards, young volunteers and villagers used human strength, step by step, "carrying" each bag of cement and each brick up the slope.

Captain Phan The Ha, Deputy Political Commissar of Thanh Thuy International Border Guard Station, shared: “There were days when it rained heavily and the road was slippery, we had to use ropes to pull the cart, afraid that we would fall down and the materials would fall. It was not just bricks and cement, but also a dream to carry on our shoulders.”

To help poor households build houses, union members and youths in communes have formed "Youth Shock Teams" or "Volunteer Motorcycle Teams" to transport materials for free. Mr. Nong Viet Bao is a member of the "Volunteer Motorcycle Team" in Meo Vac commune. Mr. Bao said: "The road to the village is steep and trucks cannot enter. We used motorbikes to carry each bag of cement and each sheet of corrugated iron. Although it was hard, everyone was happy because each trip was a time we brought the dream of a new home closer to the people."

In many remote villages, the lack of national grid electricity has become a big challenge for those who want to carry their houses up the mountain. Surrounded by rocky mountains, Lang Mu village, Linh Ho commune has no grid electricity. The village has two households whose temporary houses are subject to demolition. Mr. Chuong Van Man, Head of Lang Mu village, shared: “People contributed money to bring electricity from another village, nearly 4 km of forest road. There is electricity but it is very weak, so we have to mix concrete by hand, which is both laborious and time-consuming. But anyway, having electricity to light up the night and water for daily activities is already a great joy. Looking at the houses gradually taking shape, everyone feels that all the hardships are worth it.”

While material difficulties can be solved by human resources and creative solutions, cultural and customary barriers are another challenge. In Dam Hong 2 village, Chiem Hoa commune, Mrs. Vu Thi Hien's family is in the process of having their temporary houses demolished but has encountered a barrier. The shaman "predicted" that this year Mrs. Hien is not old enough to build a house, but will have to wait another 2 years, making the family worried and hesitant.

To solve the problem for the households, Ms. Pham Thi Men, Party Cell Secretary and Head of Dam Hong 2 Village, quickly stood up to lend Ms. Hien's family her age to build a house. Ms. Men shared: "I don't want people to lose the opportunity to build a new house just because of customs and practices, so I lent my age so that people could start building their house on schedule."

The story of commune and village officials lending their age to poor households to build houses has taken place in many localities, demonstrating the quickness and responsibility of many households. In addition, many officials accompany and shoulder the steps of building houses for people as if it were their own house. Mr. Ma Doan La, Head of Nong Tien 1 Village, Trung Ha Commune, shared: “The biggest difficulty is that many poor households do not have enough money to pay, and they work far away so they cannot supervise. We have to become unpaid contractors, using our reputation to take care of everything from purchasing materials, managing finances to mobilizing local human resources. Sometimes, we have to advance money from our own pockets to ensure progress, because if we do not do so, the dream of a new house for the people will remain just a dream.”

"Unanimity from top to bottom, continuity throughout"

According to comrade Ha Trung Kien, Vice Chairman of the Provincial Fatherland Front Committee, the province identified propaganda, mobilization, and gathering the strength of the entire population to participate in eliminating temporary and dilapidated houses as one of the key tasks of the front's work, thereby actively implementing many solutions to mobilize social resources.

Agencies, units, departments, communes and wards mobilized union members, police and army to help households transport materials and support construction work. In particular, many poor households and ethnic minority households were also supported with additional funds and materials to build houses in accordance with the identity and customs of each ethnic group.

The province has announced 3 typical house models suitable for mountainous areas, ensuring the "3 hard" standards. During the implementation process, creative models have emerged such as: the "Turnkey" model - mass organizations take the lead, support materials, and advance money to workers to ensure progress and quality; the "2,000 VND House" model of the Provincial Police - each officer and soldier voluntarily contributes 2,000 VND per day to a common fund to contribute money to build houses for poor households...

Through the “For the Poor” Fund, the Provincial Fatherland Front Committee received over 355 billion VND in support of eliminating temporary and dilapidated houses in the area. In addition to financial contributions, philanthropists, volunteers, the police force, the army, local authorities, organizations, unions and people have joined hands to contribute with working days.

With creative and flexible approaches, solid and spacious houses have gradually sprung up in all the villages of Tuyen Quang. To date, the province has completed the target of eliminating 15,064 temporary houses, including 11,511 newly built houses and 3,553 renovated and repaired houses. This is the result of a miracle created from profound lessons of consensus and trust.

The bright smile of Mr. Chu Thong Tai, a single man with limited awareness, from Quan Ba ​​commune, said it all. After 16 days, the 72 m2 solid level 4 house was completed, becoming a “dream” that could only be achieved thanks to human kindness.

Mr. Chu Thong Ngoc, Mr. Tai's brother, choked up: "They supported day and night, regardless of the cold." The house worth more than 100 million VND was built not only with 60 million VND in support from the government and tens of millions of VND from the community, but also with hundreds of days of labor and "charity" from neighbors. It is a symbol of compassion, of the strength of solidarity to overcome all circumstances.

Speaking at the conference to summarize the Program to eliminate temporary and dilapidated houses in Tuyen Quang province in 2025, Secretary of the Provincial Party Committee Hau A Lenh emphasized: With the starting point of a mountainous province, a large area, people still facing many difficulties, and limited resources, the completion of eliminating 15,064 temporary and dilapidated houses in a short time is a "miracle". This is a very proud achievement, demonstrating the consensus of the entire political system, the participation of the business community and the positive response of the people, demonstrating the strength of national solidarity in the new period.

During the implementation process, Tuyen Quang province has identified and drawn a number of lessons. In particular, the province has focused on implementing the program with the motto "The Party leads, the State manages, the Fatherland Front and mass organizations support, the people are the masters"; proactively, resolutely, and resolutely directs closely during the implementation process. At the same time, the province has identified local authorities at all levels as having a decisive role in the success of the program; assigning responsibility to leaders; strengthening urging, inspection, supervision, encouragement, rewards, criticism, and timely reminders.

The miracle of Tuyen Quang not only brought homes to thousands of households, but also served as a model of how to do things, how to mobilize resources and the strength of national solidarity. This proves that when there is a steadfast will, a heart for the people, and a consensus from top to bottom, no difficulty is insurmountable.

Overcoming barriers of terrain and customs

Minh Tan is a border commune, the terrain is mainly mountainous, traffic is difficult, many villages are far from the center, the majority of residents are ethnic minorities with many customs such as choosing the age to build a house, choosing the date to start construction, erecting pillars. Along with that, poor households have difficulty in funding, lack of labor, making the progress of building houses for poor households encounter obstacles.

Faced with that situation, the commune mobilized the entire political system to participate, promoted the role of the Fatherland Front and mass organizations, persistently propagated and encouraged people to understand the support policy, and flexibly integrated traditional beliefs of the people with construction requirements. In addition, the commune mobilized support for working days, socialized the construction of auxiliary works such as kitchens, toilets, fences, and lighting installation. Thanks to proactive and drastic measures, Minh Tan completed 8 houses on schedule in 2025, helping households have solid housing and stabilize their lives.

Join hands to build houses for poor households

Over the years, Ho Toan Joint Stock Company has always accompanied local Party committees and authorities in caring for poor households. In the past 3 years alone, the Company has coordinated with the Provincial Police Department of Economic Security, the Ministry of Public Security's Immigration Department, and the Provincial Fatherland Front Committee to support nearly 500 million VND for charitable activities, making a practical contribution to poverty reduction and ensuring social security in the area.

Looking at the eyes of the disadvantaged when their new house was inaugurated, we deeply felt that what we were doing was worth doing, needed to be done and had to be done. The money donated went to the right people, the right jobs, the right places. Each completed house not only helps poor households have stable housing but also affirms that they will not be left behind in the vibrant life of today's society.

Meo Vac commune has a difficult and isolated area, many households live on high mountains, the rugged mountainous terrain makes it impossible for vehicles to reach the place. With the pioneering spirit of youth and the determination to help people complete the construction of houses, the commune's Youth Union mobilized forces, supporting hundreds of working days to dismantle houses, build houses, and transport materials.

Each bag of cement, each brick, each can of water was carried by the youth union members on foot over slopes and streams to the foot of the construction site, providing maximum support to help households soon have solid houses to live in peace. Thereby, contributing to the completion of 117 temporary houses for meritorious people and poor households in the commune in 2025 on schedule.

Dream of home ownership come true

At the age of over 60, with poor health and economic difficulties, I thought I would have to live in a temporary house for the rest of my life, with water leaking in the rainy season and cold winds in the winter. But thanks to the humane program to eliminate temporary and dilapidated houses, I received 60 million VND from the police force. Together with savings, loans from relatives and help from neighbors, my family has a new, spacious house, nearly 100 square meters wide, ensuring "3 hard". This is not only a place to protect from the sun and rain, but also a motivation for my family to work with peace of mind and rise out of poverty. I am truly grateful for the attention of the Party, the State, the police force and the love of the neighborhood for helping my lifelong dream of settling down come true.
