On September 11, Prime Minister Pham Minh Chinh, Head of the Steering Committee for Science, Technology, Innovation, Digital Transformation and Project 06, signed Decision No. 126/QD-BCDCP promulgating the Action Plan for 2025. The document emphasized the need to improve leadership effectiveness, promote the responsibility of leaders, and focus on monitoring the implementation of the General Secretary's direction and important resolutions of the Politburo and the Government.

According to the plan, ministries, branches and localities must prioritize resources to complete key tasks in the last four months of 2025, including perfecting institutions, investing in digital infrastructure, developing high-quality human resources, promoting digital transformation in the political system and expanding international cooperation. A number of important laws such as the Intellectual Property Law, Personal Income Tax Law, Civil Servants Law, Anti-Corruption Law, etc. will be studied, amended and supplemented to meet practical requirements.
For Project 06, the specific targets by the end of 2025 include: 100% of eligible administrative procedures are provided online; 80% of records are processed online; and 40% of the adult population uses online public services. Along with that, the Government requires accelerating connection and data sharing between key areas such as population, justice, education, banking, tax, insurance, land, businesses and vehicles; at the same time promoting non-cash payments, implementing household tax collection to serve economic management.
Another highlight of the plan is the application of artificial intelligence in providing online public services on the National Public Service Portal, aiming to speed up the processing of records and improve people's experience. Ministries, branches and localities are responsible for organizing guidance and synchronous implementation on the information system for handling administrative procedures from the ministerial, provincial to communal levels.
In the final stage of the year, the Steering Committee requested to focus on eliminating wave depressions, ensuring stable power sources, and cleaning and exploiting 12 key national and specialized databases according to the principles of "correct - sufficient - clean - alive - unified - shared".
With this roadmap, the Government expects to create breakthroughs in science, technology, innovation and digital transformation, contributing to improving national governance capacity and the operational efficiency of the administrative apparatus, while promoting sustainable socio-economic development.
