Improve the quality of social criticism work

In his opening speech and introduction to the workshop, MSc. Vo Van Thien - Member of the Central Committee of the Vietnam Fatherland Front, Head of the Southern Working Committee affirmed that social criticism activities are one of the basic rights and responsibilities of the Vietnam Fatherland Front, aiming to promote the people's mastery in participating in Party building, building the State apparatus, and building laws; making the Party's guidelines and policies, the State's policies and laws increasingly more suitable to the reality of social life, expressing the will, aspirations, rights and legitimate and just interests of all classes of people.

In many localities, social criticism work has really made its mark with remarkable results. For example, in Ninh Thuan province, from 2020 to now, the Fatherland Front at all levels in the province has organized 157 social criticism workshops. To achieve high efficiency, social criticism documents were sent to participating delegates for study 7-10 days in advance. On the day of the workshop, delegates all contributed comments and discussed enthusiastically. Notably, 70-80% of social criticism content was received and responded positively by the drafting agencies.

In Dong Nai, since 2017, the Fatherland Front Committees at all levels have consulted and agreed to develop an annual social monitoring and feedback plan, clarifying the leading role of the Vietnam Fatherland Front and each member organization, and overcoming duplication in content, time, and implementation area. The Fatherland Front at all levels has promoted the role of advisory councils, advisory boards, advisory groups, members of the Fatherland Front Committee, experts, and scientists in many fields to conduct social feedback and contribute ideas to Party and government building. The Fatherland Front at all levels has organized feedback on 291 draft Resolutions. Some of the most prominent draft Resolutions include: Draft Resolution on planning policies and regimes for non-professional activists at commune, hamlet, and neighborhood levels; Draft Resolution regulating allowances for heads of mass organizations in hamlets and neighborhoods and supporting operating costs for People's Groups and residential groups in Dong Nai province; Draft Resolution regulating support policies for prestigious people among ethnic minorities in the province... with many quality presentations and comments from delegates.

“I think the Fatherland Front needs to choose the content of criticism that is appropriate to the actual situation. Do not confuse criticism activities with suggestions. Do not avoid or be considerate, only then will social criticism be highly effective” - Ms. Luu Thi Ha - Vice Chairwoman of the Fatherland Front Committee of Dong Nai province emphasized.

Having been the Chairwoman of the Economic - Social Advisory Council (Vietnam Fatherland Front Committee of Ba Ria - Vung Tau province) for 10 years, Ms. Nguyen Thi Hong Xinh said that the current Vietnam Fatherland Front officials all have high degrees, but need to have experience and exposure in their work to be able to provide good social criticism. "When conducting social criticism, it is necessary to always determine the purpose of social criticism to build the Party, build the government, and better protect the people's rights. It is advisable that the opinions at the criticism workshop be compiled by the Vietnam Fatherland Front and published in the mass media so that people can understand better," Ms. Xinh said.

Delegates also pointed out that it is necessary to focus on implementing a number of orientations and solutions to continue improving the quality of the Vietnam Fatherland Front, such as: Strengthening social criticism by topic; Proactively creating a connection between the work of grasping the people's situation, synthesizing voters' opinions and recommendations with the implementation of social supervision and criticism work; proactively advising Party committees and coordinating with authorities to participate in the development and promulgation of draft policies and laws of localities; promoting the role of experts and practical activists in social criticism work...
