Improve the effectiveness of fire prevention, fire fighting and rescue work:

2025 marks the 64th anniversary of the Traditional Day of the Fire Prevention, Fire Fighting and Rescue Police Force and the 24th anniversary of National Fire Prevention and Fighting Day (October 4, 1961 - October 4, 2025).

On the glorious journey, the Hanoi Fire Prevention, Fire Fighting and Rescue Police force has been affirming new steps in organizing forces, applying science and technology, as well as innovating command and management methods, thereby contributing to improving the effectiveness of state management in this field.

Innovation in fire prevention and fighting methods

Along with the strong socio -economic development, the situation of fires, incidents and accidents in Hanoi has many potential complex factors, directly affecting security, order and people's lives.

As the core force, the Fire Prevention, Fire Fighting and Rescue Police - Hanoi City Police have recently received and handled thousands of reports of fires, explosions and accidents, promptly mobilized forces and vehicles, rescued hundreds of people, and protected a large amount of property of the State and people.

In the work of building a movement for the whole population to participate in fire prevention and fighting, the City Police have coordinated to deploy and replicate many effective models such as: "Fire prevention and fighting inter-family group", "Public fire fighting point", "My house has a fire extinguisher"...

In particular, from July 1, 2025, Hanoi City Police will continue to establish 30 new firefighting and rescue teams, bringing the total number of units under the Fire Prevention, Firefighting and Rescue Police Department to 41 teams (including 36 regional teams). This is a strategic step, not only expanding the organization but also demonstrating innovation in the approach to fire prevention work: Closer to the people - faster - more effective.

Major General Nguyen Hong Ky, Deputy Director of Hanoi City Police, affirmed: With the firefighting and rescue forces arranged according to the area, population characteristics and infrastructure, the time for the firefighting and rescue forces to reach the scene will be shortened, improving the effectiveness of handling situations, contributing to protecting people's lives and property.

Lieutenant General Nguyen Tuan Anh, Director of the Fire Prevention, Fire Fighting and Rescue Police Department (Ministry of Public Security), said: The capital has a high population density and many key projects, so fire prevention, fire fighting and rescue work requires proactiveness and determination in organizing forces, assigning areas, training and investing in equipment.

Fast information, timely fire fighting

Despite many important achievements, Hanoi has recently experienced a number of major fires, causing serious damage to people and property. The main reason is that many establishments and households have not been equipped with early warning systems. This leads to late detection of fires, making it impossible to handle and escape in time.

Colonel Pham Trung Hieu, Head of the Fire Prevention, Fire Fighting and Rescue Police Department (Hanoi City Police) said: “Hanoi is the first locality to implement the Project to build a communication system to report fire prevention and fighting incidents. The system helps to receive and process information 24/7, connecting quickly, promptly and accurately between people, businesses and functional forces, ensuring maximum use of the "golden time" in fire fighting and rescue work”.

In addition to the reporting function, the system also supports command and control through digital maps, positioning data, and cameras, contributing to the modernization of monitoring and coordination of forces and vehicles. “Through testing, reports are automatically recorded, located, and routed to functional forces, minimizing delays. The system also supports remote command, transmitting images and data for combat. The system operates stably, initially improving the efficiency of receiving and processing fire reports,” Colonel Pham Trung Hieu added.

Up to now, in Hanoi, 24,474 establishments have declared information on the software; 147 establishments in 53 communes and wards belonging to 28 firefighting and rescue teams have been installed with communication equipment; 294 establishments in 93 communes and wards have registered for installation.

In the coming time, the Hanoi Fire Prevention, Fighting and Rescue Police Department will step up propaganda and guidance so that 100% of managed facilities can declare information on the software (striving to complete before December 15, 2025); at the same time, complete the installation of fire alarm transmission equipment according to schedule (no later than July 1, 2027).

With new developments in organization and technology, the Capital Fire Prevention, Fire Fighting and Rescue Police force continues to affirm its core, proactive, flexible and effective role in all situations. This is a clear demonstration of the determination to be “closer to the people, smarter”, contributing to ensuring the safety of people’s lives and property and maintaining the peace of the Capital.

Exactly 64 years ago, on October 4, 1961, President Ho Chi Minh signed the Decree promulgating the "Ordinance regulating State management of fire prevention and fighting work". Since then, October 4 every year has been determined as the Traditional Day of the Fire Prevention, Fire Fighting and Rescue Police Force.

At the ninth session, the 10th National Assembly passed the Law on Fire Prevention and Fighting, effective from October 4, 2001, taking October 4 every year as "National Fire Prevention and Fighting Day".
