Previously, at 6:00 p.m. on September 29, fishing boat number NA-70490-TS of fisherman Pham Van Quyet (born in 2000, permanent residence in Ngoc Minh hamlet, Dien Chau commune, Nghe An province) anchored to take shelter from the storm on Lach Van river (the section flowing into Dien Chau and Hai Chau communes, Nghe An province). Due to high tides, the river surface was strongly disturbed and strong winds caused the rope that helped the boat stabilize its position to break and it was quickly sunk by the waves.

On the morning of September 30, Dien Thanh Border Guard Station (Nghe An Province Border Guard) deployed a force of 10 officers and soldiers along with a canoe to the scene, coordinating with local authorities, functional forces and fishing boats of the fishermen anchored in the area to salvage the sunken fishing boat. Due to the deep river water level and strong currents, the salvage work encountered many difficulties. With the determination and efforts of the participating forces, by 12 o'clock on the same day, the fishing boat was successfully salvaged and brought safely to shore.

Mr. Pham Van Quyet, owner of fishing boat NA-70490-TS, said that the vehicle is 11.5m long and about 4m wide, specializing in seafood exploitation. On the afternoon of September 29, the rope connecting the boat's bow to the floating dock on the dike broke. After the rope broke, the boat quickly drifted to the middle of the river and was held down by the anchor rope behind, causing the boat to shake, leading to it tilting, water flooding into the compartment and sinking. Currently, the boat is still lying on the shore, unable to float. Tonight, when the tide rises and the boat floats, it will be towed back to the repair site for reuse.

“I was the only one on the boat when the accident happened. Luckily, I jumped out of the boat in time and swam safely to shore,” said Pham Van Quyet.

Dien Chau is a coastal commune of Nghe An province; in which, there are many fishing villages with a purely fishing economy and strong development in exploitation, catching, processing seafood, and fishing logistics services... Currently, this locality has more than 370 ships and boats specializing in offshore seafood exploitation and hundreds of rafts.

Through the incident, Dien Thanh Border Guard Station (Nghe An Province Border Guard) recommends that fishermen must constantly raise their vigilance against complex weather developments; especially when there is a storm, fishermen must not be subjective or negligent in anchoring ships and boats at locations and areas to avoid storms; need to tie and anchor vehicles carefully; comply with and strictly implement the recommendations of local authorities and functional agencies to avoid unfortunate incidents.
