In the context of strong digital transformation and green transformation, high-quality human resources are increasingly becoming a key factor determining the success of the development strategy of each country and each locality.
For Bac Ninh province, the industrial center of the country, developing high-quality human resources is of particular importance, especially when the province aims to become a centrally-run city before 2030 and build the semiconductor industry into one of the pillars of industrial development by 2045.

The development plan of Bac Ninh province for the 2021-2030 period, with a vision to 2045, clearly identifies high-quality human resources as one of three strategic breakthroughs, along with infrastructure and institutions.
In fact, in recent years, the development of high-quality human resources in the locality has achieved many remarkable results, but there are still limitations that require fundamental and comprehensive solutions to overcome. The development of high-quality human resources to meet the requirements of rapid and sustainable development of the province in the coming time, especially the requirements of developing the semiconductor industry, is posing great challenges.
At the workshop, representatives of a number of enterprises clearly stated the need for human resources to serve the semiconductor industry; representatives of the Provincial Industrial Parks Management Board informed about the current situation and orientation of industrial development in the province.

Based on the reality and information from the authorities, the delegates proposed many solutions. The representative of the Department of Education and Training stated that in order to develop education comprehensively, it is necessary to pay attention to and increase the mobilization of investment resources, effectively use capital sources from the Central and local levels, and at the same time promote the participation of society in building school facilities, teaching equipment, tools and toys. International integration and cooperation in education also need to be strongly promoted to access advanced models and modern training technology.
In addition, it is necessary to develop a mechanism for training and fostering vocational teachers, especially in the field of high technology; attracting technical experts and lecturers from enterprises to teach at vocational training institutions. International cooperation also needs to be promoted to attract experts, lecturers and training technology from developed countries, contributing to improving the quality of human resources.
A representative of Goertek Vina Science and Technology Co., Ltd. said that training and improving labor skills is one of the key tasks to meet the requirements of modern industrial development. Enterprises need to implement flexible training models, combining theory and practice at the enterprise.
At the same time, the locality needs to continue to build and upgrade worker housing areas with reasonable fees, facilities that ensure safety, hygiene, and are close to industrial parks; develop public transport systems, support means of transportation (buses, shuttle buses) to reduce travel time and costs for workers.
Along with the above opinions, some delegates discussed: Improving skills for students of colleges in the area through creative activities; innovating semiconductor training programs according to industry 4.0 standards to serve the digital industry; building output standards for semiconductor technicians according to the actual requirements of businesses; building policies and models for cooperation in human resource training between businesses and schools; applying the 1+1+1 semiconductor technician training model, an approach from manufacturing businesses; improving the quantity and quality of solutions participating in competitions and contests in vocational schools; proposing a number of policies on vocational education to improve vocational skills for the province's technical human resources...
From the comments, the Provincial Union of Science and Technology Associations will synthesize and research to propose appropriate solutions, contributing to building a high-quality human resource team to serve the semiconductor industry of Bac Ninh province.
