According to Sputniknews on October 19, Mr. Aleksey Polishchuk, Head of the Department of the Second Commonwealth of Independent States (CIS) of the Russian Foreign Ministry, announced that the security agreement between Russia and Belarus confirms the readiness of the two countries to use all measures to respond to external aggression, including nuclear weapons in special cases.

"The agreement will confirm the readiness of Russia and Belarus to use all available forces and means in their arsenals to respond to external aggression. Including the use of nuclear weapons in exceptional cases, as Russian President (Vladimir Putin) announced on September 25 this year," Mr. Polishchuk emphasized.

On September 25, President Putin stated that Russia reserves the right to use nuclear weapons in case of aggression, even if the enemy poses a serious threat to Russia with conventional weapons. Russia may consider using nuclear weapons as soon as it receives reliable data on the launch of a mass of aerospace attack means, including missiles and drones, and they cross the Russian national border.

In addition, Mr. Polishchuk said that the future treaty between Russia and Belarus on security guarantees will protect the Union State against threats from NATO and Kiev. The Russian official affirmed: "The future Russia-Belarus Treaty on Security Guarantees is aimed at strengthening the mutual allied obligations of our two countries to ensure reliable defense and security of the Union State in the context of increasing threats from NATO countries and the Kiev government."

According to Reuters , on October 19, the Romanian Ministry of Defense said that the country's radar system detected a second UAV after several days of violating national airspace, which jet fighters had been circling all night but could not find.

According to the Ministry, late on October 17, the Romanian military radar detected a small flying object, possibly a UAV, heading towards Constanta before losing signal. Romania had to mobilize four fighter jets and still did not detect this flying object.

Romanian Prime Minister Marcel Ciolacu later said the country's Defense Ministry was "analyzing the possibility of a cyber challenge because the pilots did not have visual contact with the UAV."

On the evening of October 18, another UAV was spotted 19 km from the mainland, also in Constanta County in southeastern Romania. The country once again mobilized a search for two Spanish F-16 and two F-18 fighter jets that are carrying out air policing missions in Romania from now until the end of 2024. However, the pilots did not see the UAV.

Residents in Constanta have been warned to take cover.

Romania, a member of the European Union (EU) and the North Atlantic Treaty Organization (NATO) that shares a 650-km border with Ukraine, has been repeatedly hit by UAV debris over the past year as Russia has attacked Ukraine's port infrastructure.

While most of the debris landed in Romania after being destroyed by Ukrainian air defenses, concerns about escalation grew in September when both Romania and Latvia were hit by Russian drones. By the end of September, Russian drones had once again violated Romanian airspace.
