Medical news on July 20: Preventing the circulation of substandard cosmetics on the market

The Hanoi Department of Health has just issued document No. 3313/SYT-NVD to the departments and offices of the Department of Health, the Hanoi Center for Drug, Cosmetic and Food Testing, and the health departments of districts, towns and cities requesting to strengthen the management of cosmetics.

Do not let cosmetics that do not meet quality standards circulate on the market.

Previously, the Ministry of Health issued a directive No. 3873/BYT-VPB on this issue, stating that through information from the press, recently, a number of cases related to the detection and handling by authorities of a number of establishments producing and trading in fake cosmetic products and cosmetics of unknown origin that were bought and sold on social networking sites, causing confusion among consumers. To overcome the above situation, the Ministry of Health has assigned tasks to the Drug Administration, the Ministry of Health Inspectorate and the Departments of Health of provinces and cities.

The Ministry of Health requests the Department of Health of provinces and cities to strictly implement administrative procedures on granting acceptance numbers for domestically produced cosmetic product declaration forms; granting certificates of eligibility for cosmetic production; and re-issuing certificates of eligibility for cosmetic production to ensure time progress and avoid causing inconvenience to businesses.

Strengthen inspection, examination and post-inspection of the implementation of regulations by enterprises in the process of production and distribution of cosmetic products, focusing on the issue of origin and advertising information. Actively coordinate with local market management agencies to inspect and promptly detect cases of production and trading of fake cosmetic products, counterfeiting of brands or false advertising, exceeding the scope of declared uses, and strictly handle violations.

The Hanoi Department of Health has directed its departments and offices, according to their functions and tasks, to research and implement the directives in the documents of the Ministry of Health.

The Department of Health requested the Hanoi Center for Drug, Cosmetic and Food Testing to actively take samples for testing of cosmetic products at production, business and usage establishments to promptly detect cosmetic products that do not meet quality standards and report to the Department of Drug Administration - Ministry of Health for consideration and handling according to regulations.

Propose that the district, town and city health departments coordinate with departments, branches, etc. to strengthen inspection and supervision of the implementation of regulations by enterprises, and strictly handle violations (if any).

Adding 15 new substances to the list of narcotics

The Government has just issued Decree No. 90/2024/ND-CP amending and supplementing the list of narcotic substances and precursors issued together with Decree No. 57/2022/ND-CP dated August 25, 2022 of the Government regulating the lists of narcotic substances and precursors.

Decree 90/2024/ND-CP adds substances to List II "Narcotic substances that are restricted in analysis, testing, scientific research, criminal investigation or in the medical field according to regulations of competent authorities.

The Decree has added 14 narcotic substances to list IIC. The substances and salts that may exist of this substance include: 3-Chloromethcathinone (3-CMC); 2-Methyl-AP-237; 3-Methylmethcathinone (3-MMC); ADB-4en-PINACA; ADB-FUBIATA; ADB-INACA; Alpha-PiHP; Butonitazene; Etazene; Etonitazepyne; MDMB-BUTINACA; MDMB-INACA; N,N-Dimethylpentylone; Protonitazene.

At the same time, the Decree also adds Bromazolam to List III "Drugs used in analysis, testing, scientific research, criminal investigation or in the medical and veterinary fields according to regulations of competent authorities".

This Decree comes into force from July 17, 2024.

Children hospitalized in succession due to detergent poisoning

In less than a week, Kon Tum General Hospital has received and treated three children who were hospitalized due to detergent poisoning, one of whom died.

On the evening of July 17, YL (4 years old) in Ya Ly commune, Sa Thay district was also hospitalized for treatment due to accidentally drinking an unknown type of detergent. Immediately after discovering the incident, the family took YL to Kon Tum General Hospital for timely treatment. Currently, Y. L's poisoning symptoms have reduced and she is being monitored and given level 1 care at the Pediatrics Department, Provincial General Hospital.

Previously, on July 13, YLĐ (4 years old) and YMH (4 years old), both living in Rơ Kơi commune, Sa Thầy district, were taken to Kon Tum General Hospital for emergency treatment after drinking a neighbor's car wash detergent.

Two children were admitted to the hospital in a state of fatigue and nausea. They were given emergency treatment and diagnosed immediately upon arrival at the hospital. However, due to drinking a large amount of detergent, baby YLĐ stopped breathing and had a cardiac arrest during the initial emergency. The remaining child is currently being monitored, treated and cared for by doctors from the Pediatrics Department of Kon Tum General Hospital.

It is known that all three children drank pink, mint-scented, unlabeled car wash chemicals because they mistook them for soft drinks. According to doctors, if children accidentally drink drugs or chemicals that are not detected and treated promptly, they can easily cause dangerous complications such as neurological disorders, respiratory disorders, and even respiratory arrest leading to death.
