In the first 6 months of the year, under the attention and direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the direction and guidance of the Ministry of Home Affairs, together with the efforts of all cadres, civil servants and public employees, the Lao Cai Provincial Home Affairs sector has achieved many positive results, contributing to the completion of socio-economic development tasks. Some outstanding results include: In the first 6 months of the year, the Lao Cai Provincial Home Affairs sector has advised the Provincial People's Committee to reorganize and streamline the Lao Cai Provincial Government apparatus, reducing 100 organizations, agencies and units; advised on cutting 523 staffing targets compared to 2024; assessed and submitted to the Provincial People's Committee to implement the staffing streamlining policy for 83 people; ensured progress in arranging administrative units at all levels and organizing a 2-level local government model; Administrative reform work has been implemented synchronously and has had strong changes. Emulation and reward work has been widely deployed; Attention is paid to document and archive work; State management of labor, wages and social insurance is well implemented; policies for meritorious people are promptly resolved; Digital transformation and administrative procedure reform within the Home Affairs sector are effectively implemented...

Speaking at the Conference, Comrade To Ngoc Lien, Deputy Secretary of the Town Party Committee, Chairman of the People's Committee of Sa Pa Town, highly appreciated the important role of the Department of Home Affairs in advising, developing and implementing policies and regulations related to the organization of the apparatus, cadres, civil servants, public employees, local government and other state management contents of the sector. In particular, in the current context, the Department of Home Affairs is also responsible for advising and arranging the organization of the local government apparatus at 2 levels according to the direction of the Central Government and the province. He hopes that in the coming time, he will continue to receive the attention and assistance of the Department of Home Affairs; the coordination and exchange of experiences from localities in the province to further promote the achieved results and remove difficulties and obstacles in the process of implementing tasks in the locality.

According to the Central Resolution on administrative unit arrangement, the local government system nationwide will switch to a two-level model including provincial and commune levels, officially ending the operation of the district level from July 1, 2025. As a result of the arrangement, Lao Cai province is expected to have 48 commune-level administrative units (03 wards and 45 communes), reducing 103 commune-level administrative units. The implementation of the two-level government model will be associated with promoting decentralization, delegation of power, streamlining the payroll, ensuring resources and implementation conditions, contributing to enhancing the autonomy and responsibility of local governments in the new period./.
