On the morning of June 16, 2025, at the Sa Pa Nursing Center for Meritorious People, the Department of Home Affairs held a conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of 2025. In the first 6 months of the year, under the attention and direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the direction and guidance of the Ministry of Home Affairs, together with the efforts of all cadres, civil servants and public employees, the Lao Cai Provincial Home Affairs sector has achieved many positive results, contributing to the completion of socio-economic development tasks. Some outstanding results include: In the first 6 months of the year, the Lao Cai Provincial Home Affairs sector has advised the Provincial People's Committee to reorganize and streamline the Lao Cai Provincial Government apparatus, reducing 100 organizations, agencies and units; advised on cutting 523 staffing targets compared to 2024; assessed and submitted to the Provincial People's Committee to implement the staffing streamlining policy for 83 people; ensured progress in arranging administrative units at all levels and organizing a 2-level local government model; Administrative reform work has been implemented synchronously and has had strong changes. Speaking at the Conference, Comrade To Ngoc Lien, Deputy Secretary of the Town Party Committee, Chairman of the People's Committee of Sa Pa Town, highly appreciated the important role of the Department of Home Affairs in advising, developing and implementing policies and regulations related to the organization of the apparatus, cadres, civil servants, public employees, local government and other state management contents of the sector. In particular, in the current context, the Department of Home Affairs is also responsible for advising and arranging the organization of the local government apparatus at 2 levels according to the direction of the Central Government and the province. He hopes that in the coming time, he will continue to receive the attention and assistance of the Department of Home Affairs; the coordination and exchange of experiences from localities in the province to further promote the achieved results and remove difficulties and obstacles in the process of implementing tasks in the locality.

In his closing speech at the Conference, Comrade Nguyen Van Son, Deputy Secretary of the Party Committee, Deputy Director of the Department of Home Affairs, emphasized: In the first 6 months of 2025, the Home Affairs sector has successfully completed its advisory work for the Provincial Party Committee and the Provincial People's Committee and performed well the state management function in assigned areas, contributing significantly to the implementation of the socio-economic development tasks of the locality. In addition to the achieved results, the state management tasks of the Home Affairs sector are still very heavy, especially in the face of the challenge of arranging and organizing the local government apparatus, requiring civil servants of the whole sector to strive harder to successfully complete the tasks assigned by the Party, State and people. He proposed 07 key and immediate tasks and requested the whole industry to urgently implement them in the coming time, which are: (1) Continue to advise on perfecting and regulating the functions and tasks of provincial-level professional agencies, implementing the merger of provinces and organizing 02-level local governments according to the guidance of the Central Government and Decrees and circulars guiding the implementation; (2) Continue to strengthen the work of advising on the management of civil servants and public employees and rectifying discipline, order and ethics in public service at agencies, units and localities; well implement the training and fostering plan for civil servants and public employees approved by the Provincial People's Committee; (3) Continue to advise on resolving policies for cadres and civil servants who resign according to Decree 177/2024/ND-CP and Decree 178/2024/ND-CP of the Government. Continue to advise on the arrangement of commune-level administrative units according to Conclusion No. 127-KL/TW of the Politburo ; (4) Continue to implement administrative reforms according to Resolution 76/NQ-CP dated July 15, 2021 of the Government. Promote the implementation of solutions to improve the PAR INDEX, PAPI, SIPAS indexes in 2025; (5) Continue to thoroughly disseminate and promote, promote the effective implementation of emulation movements in the province. Strengthen the digitization of archival documents, management of archival documents; promote the value of archival documents; (6) Continue to advise on the timely implementation of regular preferential regimes for people with meritorious services according to regulations; Continue to select and notify the labor recruitment needs of enterprises inside and outside the province to the grassroots; strengthen the implementation of state management of social insurance according to regulations; (7) Continue to focus on digital transformation of the Home Affairs sector, focusing on implementing data review and cleaning for the database on cadres, civil servants and public employees of Lao Cai province.

On this occasion, the Home Affairs sector also held a farewell ceremony for the Home Affairs Departments of districts, towns and cities, which are preparing to end their operating model from July 1, 2025. In his farewell speech to the civil servants of the Home Affairs Departments of districts, towns and cities, comrade Nguyen Van Son expressed his recognition and appreciation for the achievements that each civil servant of the Departments has contributed and has continuously tried, made efforts and devoted themselves in the past time. He believes that with solidarity, enthusiasm and a high sense of responsibility, the civil servants of the Departments will continue to perform their roles and tasks well and be an important and indispensable part in the management work of the Home Affairs sector at the commune level.

According to the Central Resolution on administrative unit arrangement, the local government system nationwide will switch to a two-level model including provincial and commune levels, officially ending the operation of the district level from July 1, 2025. As a result of the arrangement, Lao Cai province is expected to have 48 commune-level administrative units (03 wards and 45 communes), reducing 103 commune-level administrative units. The implementation of the two-level government model will be associated with promoting decentralization, delegation of power, streamlining the payroll, ensuring resources and implementation conditions, contributing to enhancing the autonomy and responsibility of local governments in the new period./.
