Legal framework is focused
When the UNESCO representative gave the hammer to approve the adjustment of the boundary of the world natural heritage Phong Nha - Ke Bang National Park (Quang Tri) to include Hin Nam No National Park (Kham Muon, Lao PDR), a long journey of the heritage dossier was completed. Associate Professor, Dr. Le Thi Thu Hien, Director of the Department of Cultural Heritage (Ministry of Culture, Sports and Tourism), said that in order to have a basis for managing world heritage, the Ministry has proactively internalized and completed legal documents related to world heritage activities in Vietnam, including world heritages distributed in Vietnam and other countries (multinational heritage). Specifically, in 2024, the National Assembly officially passed the Law on Cultural Heritage, which includes regulations on preparing nomination dossiers, managing, protecting and promoting the value of world heritage.

The Vietnam - Laos multinational UNESCO dossier is one of the evidences that the culture, sports and tourism sector focuses on perfecting the legal framework. Minister of Culture, Sports and Tourism Nguyen Van Hung assessed: "The work of building and perfecting cultural institutions has been focused on, the whole sector has strongly transformed its thinking from "doing culture" to "state management of culture", approaching the direction of cultural development management".

Also according to Minister Nguyen Van Hung, a special highlight of the legal framework is that the National Assembly has approved the National Target Program on Cultural Development for 2025 - 2035. The Minister emphasized that one of the breakthrough tasks is to immediately implement the National Target Program on Cultural Development for the 2025 - 2035 period after the Prime Minister approves the investment.
