At the press conference, Mr. Nguyen Hoang Duong, Deputy Director of the Department of Financial Institutions ( Ministry of Finance ) said that casino business activities are currently regulated by Decree No. 03/2017/ND-CP. According to regulations, only casinos with an investment scale of 2 billion USD or more are licensed.
There are currently three large casinos operating in Phu Quoc, Ho Tram and Nam Hoi An, along with six small-scale casinos licensed before Decree 03/2017/ND-CP took effect.
This activity has been regularly evaluated and reported to competent authorities by the Ministry of Finance.

Some large casinos are piloting to allow Vietnamese people to play. Through evaluation, this type of casino not only meets the legitimate needs of players but also contributes to the development of infrastructure, tourism, services, job creation and promotion of social security and local economy .
The Ministry of Finance is continuing to review and evaluate Decree 03/2017/ND-CP, especially on the pilot program for Vietnamese people to enter the country, to propose amendments and improvements to the policy.
Regarding betting business, Mr. Duong said that this activity is currently regulated by Decree No. 06/2017/ND-CP on betting on horse racing, dog racing and international football.
However, there are still many problems such as criteria for selecting matches that are allowed to be bet on, service distribution methods, advertising regulations and related legal issues.
As many relevant laws have been amended (such as the Investment Law, Business Law, Inspection Law, etc.), the Ministry of Finance is seeking opinions to amend Decree 06/2017/ND-CP, in order to perfect the legal framework and create conditions for development activities.
Speaking to clarify this issue at the press conference, Deputy Minister Nguyen Duc Chi said that casino activities and betting on horse racing, dog racing and international football have been greatly affected by the Covid-19 pandemic from 2019 to present.
In addition, the strong digital transformation process after the pandemic and the Party and State's policy on digital transformation also require reviewing and re-evaluating to adjust current regulations to be more appropriate.
In the coming time, the Ministry of Finance will urgently develop a draft to amend, supplement and replace Decree No. 03/2017/ND-CP and Decree No. 06/2017/ND-CP to improve management efficiency.
At the same time, implementing the direction of the Politburo , the Ministry of Finance will advise on the development of a separate law for this field, expected to be implemented in the near future to ensure strictness and consistency.
