On the morning of October 2, Mr. Nguyen Minh Hung, Vice Chairman of the City People's Committee, chaired a meeting with the Department of Health on the implementation of Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health. Also attending were representatives of leaders of relevant departments, branches and units.

At the meeting, the leaders of the Department of Health reported on the draft Action Program of the City Party Committee to implement Resolution No. 72 of the Politburo and the draft Project "Improving the capacity of the Hai Phong city health system to implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health".

Representatives of leaders of departments, branches and units participated in giving opinions and contributing some contents to build and complete the Action Program and Project such as: focusing on developing science and technology, innovation in the health sector; digital transformation in hospital management activities, application in early warning of epidemics; developing school health care, supplementing health examination and screening for students; health examination solutions for workers, especially those in occupations with high risk of occupational diseases; improving the quality of medical examination and treatment for people from the grassroots level; building a set of indicators to assess the quality of medical examination and treatment...

After listening to the report and comments, Vice Chairman of the City People's Committee Nguyen Minh Hung acknowledged the efforts of the Department of Health in researching and advising on the draft Action Program of the City Party Committee to implement Resolution No. 72 of the Politburo and the Project "Improving the capacity of the health system of Hai Phong city to implement Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions, strengthening the protection, care and improvement of people's health".

The Vice Chairman of the City People's Committee requested the Department of Health to absorb the comments of departments, branches and units at the meeting, promptly complete the Action Program and Project, ensuring that there are highlights, breakthroughs and characteristics of Hai Phong city.

He suggested a number of issues that the Department of Health needs to focus on, such as: continuing to research and perfect the system of solutions for people's health care from primary health care, prevention, vaccination, improving people's life expectancy, etc.; building a group of breakthrough solutions applying science and technology to health care and treatment for people; adjusting a number of indicators to suit the practical situation, adding school nutrition indicators, etc.

The Vice Chairman of the City People's Committee requested the Department of Health to closely coordinate with the Department of Finance to carefully assess the funding sources for the Project implementation, balance the city budget, and not let the funding sources exceed the actual resources. If necessary, the funding sources can be divided into stages, prioritizing the implementation of important targets. The Department of Home Affairs reviews and advises the city on policies to attract and develop medical human resources, especially key specialties, including creating favorable conditions for housing, working environment, salary levels, etc. The Department of Education and Training, the Department of Science and Technology, and the Department of Culture, Sports and Tourism proactively contribute ideas to complete the Action Program and the Project.

The draft action program of the City Party Committee to implement Resolution 72 of the Politburo sets out 9 specific targets: By 2030, strive to have 19 doctors/10,000 people; 43 hospital beds/10,000 people; health insurance coverage rate reaches over 98%; increase the average height of children and adolescents from 1 to 18 years old by at least 1.5 cm; average life expectancy reaches over 75.5 years, of which the number of healthy years reaches at least 68 years; vaccination rate in the essential immunization program reaches over 95%; 100% of people receive periodic health check-ups or free screening at least once a year; 100% of commune-level health stations are invested in facilities, medical equipment, and human resources according to their functions and tasks, and by 2027, have at least 4-5 doctors; Increase the rate of health insurance examination and treatment at commune-level health stations by over 30%.
