Clauses 1 and 2, Article 6 of Resolution 73/2022/QH15 stipulate the rights and obligations of the person winning the auction of car license plates as follows:

- The rights of the person winning the car license plate auction include:

+ Receive a document confirming the license plate of the auction-winning car after paying the full auction amount;

+ Register the license plate of the auctioned car attached to the car owned by the bidder at the police agency that manages the license plate of the auctioned car or where the auction winner registers permanent residence or has headquarters;

+ The license plate of the auctioned car is retained in case the car is lost, damaged and cannot be used, or is transferred, exchanged, or gifted to register another car owned by the owner within 12 months from the time the car is lost, damaged and cannot be used, or the ownership is transferred;

+ Re-issued license plate of auction-winning car, document confirming license plate of auction-winning car when lost, blurred or damaged;

+ Within 12 months from the date of issuance of the document confirming the license plate of the auction-winning car, if the auction winner dies but has not yet completed the procedure to register the car to attach the auction-winning license plate, the license plate of the auction-winning car will be transferred to the vehicle registration and management system, and the heir according to the provisions of the law on inheritance will receive the amount the auction winner paid after deducting the auction organization costs.

- The obligations of the person winning the car license plate auction include:

+ Pay the full amount of the auction winnings within 15 days from the date of the document approving the auction results; the auction winnings do not include the fees for registration and license plate issuance of automobiles;

+ Carry out the procedure for registering the car to attach the auction-winning license plate within 12 months from the date of receiving the document confirming the auction-winning license plate; in case of force majeure or objective obstacles, this period may be extended but not more than 06 months.

After the prescribed time limit, if the person winning the car license plate auction does not complete the car registration procedure to attach the auction winning license plate, the auction winning car license plate will be transferred to the vehicle registration and management system and the auction winner will not be refunded the auction winning amount paid;

+ The license plate of the auction-winning car cannot be transferred, exchanged, given away, or inherited, except in the case of transferring, exchanging, giving away, or inheriting the car with the auction-winning license plate.
