Phap Van - Cau Gie Expressway is a vital route connecting the southern provinces with Hanoi . On average, about 75,000 vehicles pass through this expressway every day. During the peak of the Tet holiday, the number of vehicles passing through here can reach nearly 140,000 vehicles/day and night.

Due to site clearance problems, the contractor's construction items are still at a standstill.

The high volume of traffic has made the Phap Van - Cau Gie Expressway a traffic hotspot for many years. Some congestion points often occur at the intersections leading into Hanoi and onto Ring Road 3.

To solve the traffic congestion problem at the southern gateway, in July 2023, Hanoi started the investment project to build a road connecting Phap Van - Cau Gie Expressway with Ring Road 3.

The project starts at the Phap Van - Cau Gie expressway intersection and ends at the Ring Road 3 intersection with a length of 3.4km and a width of 60m (including 6 motor vehicle lanes and 2 mixed vehicle lanes), with a total investment of 3,200 billion VND.

The main items of the project include Tu Hiep semi-asterisk intersection, the road section from Tu Hiep to Ring Road 3, the intersection with Ring Road 3 and technical infrastructure, drainage, trees, lighting, and service roads.

According to Giao thong Newspaper's reporter this afternoon (September 3), after more than a year since the groundbreaking, the project has only been implemented on the land adjacent to Phap Van - Cau Gie Expressway and Ring Road 3, while the project is more than 3.4km long. The construction site is quiet, equipment and machinery are lying idle due to lack of construction space.

Highlights of the construction site of the bridge pier project being implemented at the Phap Van - Cau Gie expressway. The construction scope is narrow, the contractor is facing many difficulties in carrying out the projects.

Most of the land stretching over 3km (of which 70% is ponds) has not been handed over to the contractor by the People's Committee of Thanh Tri district and the People's Committee of Hoang Mai district.

According to local residents, for many months the project has shown no signs of progress, with machinery and workers working at a standstill because the site has not been cleared.

This puts the project at risk of falling behind schedule compared to the contractor's commitment to complete it by 2025.

The Hanoi Traffic Construction Investment Project Management Board (investor) said that the project was scheduled to start construction in July 2023, but construction will only begin four months later due to the need to complete preparations.

The investor added that the locality has not yet handed over the site, so the construction is mainly carried out on the land adjacent to the Phap Van - Cau Gie Expressway and Ring Road 3.

According to the plan proposed by the parties, by June 2024, Thanh Tri district and Hoang Mai district will begin handing over the site to the investor to implement the project, but up to now, the site received by the contractor is still incomplete.

Traffic congestion on Phap Van - Cau Gie Expressway stretched up to 3km on the last day of the holiday.

A representative of Phuong Thanh Investment and Construction Joint Stock Company - one of the joint venture contractors participating in the project, said that the contractor has signed a contract and committed to the investor to implement the project within 760 days, but on the condition that the site must be available. Therefore, we hope that the Hanoi People's Committee will direct Thanh Tri district and Hoang Mai district to soon clear the site to have clean land to implement the project.
