According to the Japan International Cooperation Agency (JICA), in September and October 2025, Vietnam suffered consecutive major natural disasters, including storms No. 8 (Mitag), 9 (Ragasa), 10 (Bualoi) and 11 (Matmo) along with widespread floods in many localities.
In particular, storms Mitag and Ragasa made landfall in the North and Central regions in early September, causing serious damage to infrastructure and agricultural production. At the end of September, storm Bualoi continued to make landfall in Nghe An and Ha Tinh, causing widespread flooding. Before the floodwaters could recede, storm Matmo (No. 11) made landfall in the northern provinces, causing river water levels to rise beyond record levels, causing serious consequences, especially in Bac Ninh and Thai Nguyen.

Faced with this emergency situation, the Vietnamese Government has requested international assistance. In response, the Japanese Government, through JICA, decided to implement an emergency disaster relief program, providing essential items such as water filters, blankets, multi-purpose plastic sheets, plastic cans, etc. These items are intended to help people in flood-affected areas overcome the consequences of natural disasters and soon stabilize their lives.
All the goods were transported from JICA’s warehouse and arrived at Noi Bai Airport on October 13. The handover ceremony was held on the same day with the participation of representatives from the Ministry of Agriculture and Rural Development of Vietnam, the Ministry of Foreign Affairs of Vietnam and the JICA Office in Vietnam. The Department of Dyke Management and Natural Disaster Prevention received the relief goods and said that it would quickly coordinate and distribute them to heavily affected areas, with priority given to Bac Ninh province.

Speaking at the handover ceremony, Mr. Kobayashi Yosuke, Chief Representative of JICA Office in Vietnam, emphasized: “We are committed to supporting the Vietnamese people in this difficult time. Emergency relief goods will be delivered to the people as soon as possible, contributing to helping them restore a stable life.”
The JICA representative also affirmed that this support demonstrates the solidarity and strong partnership between Japan and Vietnam, especially in challenging times, when the spirit of humanitarian cooperation becomes even more valuable.
