There are still many difficulties at special education centers.
On September 18, a working delegation of the Department of Teachers and Educational Managers ( Ministry of Education and Training ) led by Deputy Director Pham Tuan Anh had a working session at the Center for Supporting the Development of Inclusive Education in Vinh Long Province (Center).
The working content focuses on surveying and reviewing job positions, professional title standards, and policies at the unit.
Deputy Director Pham Tuan Anh emphasized that the education sector is in a new, urgent and critical context, especially when Resolution 71 was issued. This requires the policy system, teachers, managers and educational institutions to receive the highest attention and to fully report on the limitations and shortcomings at the Center.

Reporting to the working group, Mr. Nguyen Hoang Phuc, Director of the Center, said that the unit still faces many difficulties and limitations. Some specialized professional positions have not been fully staffed; civil servants do not have their own professional titles, and common titles do not accurately reflect their abilities.
The regime and allowances for managers and teachers are currently stipulated scatteredly in many documents, mainly applied to specialized schools, disadvantaged areas or vocational training facilities, without specific instructions.
The new policy on education for the disabled stipulates the functions, tasks, and organization of the center, but is not yet linked to allowances. The center also does not have its own job position framework, so it must apply the regulations for general education institutions. The lack of job position codes leads to many teachers being misclassified compared to their qualifications, making it difficult to manage and transfer when needed.
Many suggestions and recommendations
With the above shortcomings, Mr. Vo Van Luyen, Deputy Director of the Department of Education and Training of Vinh Long province, proposed a number of contents such as: The Ministry of Education and Training should soon study and issue documents fully regulating job positions and the structure of civil servants according to professional titles. Set the number of employees and separate job position frameworks for centers, suitable for specific characteristics.

At the same time, research and promulgate regulations on professional titles for officials at the centers, suitable for specific positions. Detailed regulations on how to calculate teaching hours, hours for integration support and related regimes, as a basis for paying allowances...
Discussing the proposals, Deputy Director Pham Tuan Anh said the issues noted during the working session were the basis for the delegation and units to advise on appropriate regulations and circulars.
He also requested the Department of Education and Training of Vinh Long province and its departments and offices to have a comprehensive report for the delegation to use as a basis to report to the Ministry's leaders on the above issues...
The Vinh Long Center for Supporting the Development of Inclusive Education currently has 21 managers, teachers, and staff. The center currently has 156 students studying there. In addition, the unit is also supporting the integration of thousands of students from other educational institutions in the province.
