Striving to Reach 2024 Goals (Part 1): The Economic Picture

Sticking to the spirit of “Discipline - Responsibility - Action - Creativity - Development”, Thanh Hoa has quickly achieved many important goals. Thereby, contributing to affirming its position on the country's socio -economic growth map.

Comprehensive development

The whole country in general, Thanh Hoa in particular, has just gone through 9 months of 2024 with many favorable conditions and unforeseen difficulties. Among them, storms No. 3 and No. 4 and the floods after the storms caused heavy damage to people and property of the State and the People. However, with the greatest efforts, the highest determination and the strong leadership, direction and management of the Provincial Party Committee, People's Council and People's Committee, Thanh Hoa has overcome many challenges and obstacles, both objective and subjective, to reach the target of many important goals set at the beginning of 2024.

The highlight of the socio-economic picture in the first 9 months is that the economy maintained high growth and each sector had positive developments. Specifically, the growth rate of the total product in the area (GRDP) is estimated at 12.46%, ranking second in the country (after Bac Giang province). Of which, agriculture, forestry and fishery increased by 4.43%; industry - construction increased by 18.85%; services increased by 7.23%; product tax minus product subsidies increased by 7.02%.

In the trio of "tripods" for development, agriculture, industry and services, there have continued to be outstanding achievements. In particular, the most prominent mark in agriculture is the total food output estimated at 1.56 million tons, equal to 101.4% of the plan. Notably, in the past 9 months, 1 more district and 4 communes have met the new rural standards, 20 communes have met the advanced new rural standards and 11 communes have met the model new rural standards. Thanks to that, up to now, the whole province has 14 district-level units that have met the standards and completed the task of building new rural areas; 364/465 communes, 717 mountainous villages and hamlets have met the new rural standards; 110 communes have met the advanced new rural standards; 27 communes, 508 hamlets and hamlets have met the model new rural standards. At the same time, the Central Appraisal Council has appraised and unanimously proposed the Prime Minister to recognize Tho Xuan district as meeting the standards of an advanced NTM district in 2023. In addition, the whole province has 68 more products ranked as OCOP at the provincial level, bringing the total number of OCOP products at the provincial level to 531 products.

Industrial production continued to grow strongly to affirm its important role as the foundation of the economy. In particular, the industrial production index (IP) in 9 months is estimated to increase by 20.2% over the same period; 16/19 industrial products mainly increased and some products increased sharply. A very notable bright spot is that in the past time, Thanh Hoa has focused on site clearance to serve the construction of the 500kV line project, circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) through the province to ensure progress. At the same time, there have been many positive contributions to bring the project to the finish line in accordance with the direction of the Prime Minister.

In the picture of economic growth in the first 9 months, service industries continued to develop, some areas developed strongly. In particular, tourism activities took place vigorously thanks to the introduction of many new tourism products such as: Sun World Sam Son Water Park, Flamingo Ibiza Hai Tien Resort and Entertainment Complex... Thanks to that, in the first 9 months, the whole province is estimated to welcome 14.4 million visitors, an increase of 19.6%; total tourism revenue is estimated at 31,935.5 billion VND, an increase of 39.2% over the same period. Another very prominent mark, demonstrating the great determination of the Provincial Party Committee and Provincial People's Committee in leading and managing socio-economic development in the past 9 months is the result of State budget revenue. With an estimated figure of 42,695 billion VND (20% higher than the estimate and 44.7% higher than the same period), Thanh Hoa has risen to the top of the North Central provinces and ranked 7th in the country in terms of budget revenue.

To attract resources for development, the province has promoted foreign economic activities and investment promotion. Accordingly, the provincial leaders have organized delegations to promote investment, trade and tourism in Singapore, Taiwan, South Korea, China, the French Republic and the Kingdom of the Netherlands; received and worked with many large corporations and investors (such as WHA Group, Korea Electric Power Corporation, DIC Group, SAB Group, Sovico Group, CMA CGM Group, Duc Giang Chemical Group, Long Son Company Limited, TH Group Joint Stock Company...), to attract investment to the province. At the same time, receive recommendations to resolve difficulties and obstacles in the investment, production and business process, especially large projects (such as Nghi Son LNG Power Plant; Duc Giang Chemical Plant; Lam Son - Sao Vang, Phu Quy, Dong Vang Industrial Parks; Ben En Eco-tourism Resort Complex...), to soon start construction, complete investment, creating a breakthrough in the socio-economic development of the province. Thanks to that, the total mobilized social investment capital in the area in the first 9 months is estimated at 104,242 billion VND, equal to 77.2% of the plan, up 7.5% over the same period. 94 projects have been attracted (including 17 FDI projects), with a total registered capital of about 12,432.9 billion VND and 367.8 million USD, 1.8 times higher in number of projects and 26% higher in registered capital compared to the same period. At the same time, it has received 24 programs, projects, and non-projects from foreign non-governmental organizations, with a total committed aid capital of about 13 million USD...

Along with economic fields, the progressive transformation of culture and society also contributed significantly to brightening the socio-economic picture in the first 9 months of 2024. Outstanding in the cultural field was high-performance sports, winning 778 medals of all kinds (237 gold medals, 205 silver medals and 336 bronze medals); at the same time, Dong A Thanh Hoa Football Club successfully defended the title of National Cup champion in 2024... Regarding education, spearhead education still affirmed its position with 84/90 students winning prizes at the 2024 National High School Excellent Student Competition (including 9 first prizes, 22 second prizes, 23 third prizes, 30 consolation prizes), leading the country in terms of winning rate (93%) and ranking 4th in the country in terms of the number of first prize winners. There were 5 students winning prizes at international Olympic competitions. The rate of schools meeting national standards reached 85.31%...

Social security work was taken care of, people's lives were stable. In 9 months, jobs were created for 48.8 thousand workers, equal to 84.1% of the plan, an increase of 2.5% over the same period (including 9.5 thousand workers working abroad, exceeding 58.6% of the plan); unemployment benefits were provided to over 20.43 thousand workers. Poverty reduction and social security work were fully implemented, targeting the right subjects. In particular, the Campaign to support housing construction for poor households, policy households, and households with housing difficulties in the province has strongly aroused the spirit of "Mutual love and affection", "The rich help the poor", becoming a strong movement, spreading widely to all classes of people. Thanks to that, construction of new houses and repairs for 422 households have begun...

Determination and responsibility

The figures reflect the results of socio-economic development in the first 9 months of 2024, which also reflect the effectiveness of the leadership, direction and administration of the Provincial Party Committee, People's Council, and People's Committee, along with the synchronous, serious, responsible, resolute, flexible and close participation of departments, branches and localities. In particular, the above results also clearly reflect the spirit of solidarity "from top to bottom" of the entire political system, the business community and the People, in the process of implementing political tasks in the past time. In particular, the comrades of the Provincial Party Standing Committee, members of the Provincial Party Executive Committee, heads, leaders and managers of departments, branches, agencies, localities and units have always been exemplary, upholding responsibility, being dedicated, devoted, enthusiastic, proactive and creative in performing assigned duties and tasks. At the same time, it is necessary to overcome bureaucracy, subjectivity, negligence, avoidance, and shirking of responsibility among cadres, civil servants, and public employees.

Along with that, the Provincial People's Committee has focused on removing difficulties, obstacles, and bottlenecks in institutions, mechanisms, and policies under the province's authority, creating clear changes in all fields. These include investment and business procedures, land access, site clearance, land allocation, land lease, land use fee calculation, handling of public assets, progress of infrastructure projects in industrial parks and industrial clusters, etc. At the same time, effectively implementing programs, projects, mechanisms, and policies that have been issued to concretize and successfully organize the implementation of the goals, tasks, and solutions set out in Resolution No. 58-NQ/TW dated August 5, 2020 of the Politburo and the Resolution of the 19th Provincial Party Congress.

In particular, to attract investment resources for development, strongly improving the business investment environment and strengthening business support activities are considered "key" factors. Accordingly, the Provincial People's Committee synchronously implements administrative reform solutions, strongly improving the business investment environment; maintaining and improving well-ranked component indexes, focusing on overcoming low-ranked component indexes of PCI, PAPI, PAR INDEX, SIPAS, especially PCI... Focus on innovating and improving the effectiveness of investment promotion in specific, focused and key directions; enhancing the application of information technology, digital transformation in introducing, promoting and promoting investment; fully preparing necessary conditions, especially in terms of clean land, connecting infrastructure, planning... to attract investment to the province. Proactively approach and support businesses and investors to learn and make investment decisions, focusing on attracting large, modern, high value-added, environmentally friendly projects with strong spillover effects to create new momentum for high and sustainable economic growth.

It can be affirmed that with the determination and drastic leadership and management of Party committees and authorities at all levels and the important achievements achieved in the past 9 months, it will create a fundamental foundation to reach the year's goals, thereby contributing to brightening the socio-economic picture of Thanh Hoa in 2024.
