The Ministry of Transport said that regarding compensation and resettlement support: accordingly, regarding the site recovery and handover, a total area of ​​4,882/5,000ha (98.7%) has been recovered, of which the first phase of the site has been handed over to the Southern Airport Authority with a total area of ​​2,532/2,532ha (100%); regarding resettlement arrangement: the total number of affected households is 5,647, of which: 4,246 households have been approved (4,112 households have been resettled, 134 households are being reviewed, 15 households have not approved the plan); regarding the compensation plan and relocation of graves: completed; Area 2 connecting traffic routes: 60.44/66.45ha (90.96%) for Route 01 and 29.36/59.68ha (49.20%) for Route 02 have been handed over to Vietnam Airports Corporation (ACV). ACV has transferred 100% of the site clearance costs (VND 956,962 billion). Not completed according to the schedule required by Deputy Prime Minister Tran Hong Ha.

Regarding the construction implementation status, the Ministry of Transport said: mine clearance item: completed; fence construction item: area of ​​1,810 ha: completed; area of ​​5,000 ha: design consultants are completing design documents according to appraisal opinions; leveling and drainage item: 106,684/115,533 million m3 (92.3%) has been constructed; T3 terminal area: ACV is explaining and reporting to the Ministry of Transport; Passenger Terminal item (Package No. 5.10): ACV has selected the VIETUR Joint Venture as the construction contractor and started construction on August 31, 2023. Currently, the contractor is mobilizing the construction site and implementing internal work. Main construction volume: earth excavation 320,000/340,600m3 (94.0%), pile head breaking: 1,228/1,560 piles (78.7%), concrete lining for foundation: 852/1,115m3 (76.4%), concrete for foundation: 794/1,115 piles (71.2%)...;

Construction of runway (runway, taxiway, apron of cargo terminal, hangar, isolation) (Package No. 4.6): The contractor is preparing the site work and internal work. Main construction volume: excavation 741,3571m3 (29.6%), filling 588,948m3 (27.3%), filling K98 sand 59,713m3 (10.8%), crushed stone grade I 17,584m3 (3.5%), cement concrete M150/25 1,970m3 (0.4%); Item 2 connecting traffic routes (Package No. 6.12): focusing on human resources, equipment and construction. Main construction volume: road section: earthwork 139,987/733,255m3 (19.1%), crushed stone aggregate 5,796/123,545m3 (4.7%), CDM piles L=14.5-19.5m 41,404/101,973md (40.6%); bridge section: bored piles D1500 L=31-37m 510/722 piles (70.6%), D1000 L=20-25m 295/480 piles (61.5%), pedestal, abutment 38/138 pieces (27.5%), ultrasonic 196 D1500 piles, core drilling 77 piles, static compression test 4/7 D1500 piles, PDA test 814 D1500 piles. Prime Minister Pham Minh Chinh presented Tet gifts to officers and workers at the construction site.

Speaking at the meeting, Prime Minister Pham Minh Chinh expressed his excitement about the project's progress, especially the fact that many important items are being implemented with enthusiasm, on schedule and with quality; the current issue is to speed up the progress because all the procedures have been basically resolved. On behalf of the Government, the Prime Minister welcomed and commended ACV, the State Capital Management Committee at Enterprises, and the Ministry of Construction for their efforts in implementing the project; and commended Dong Nai province for basically completing the site clearance work.

The Prime Minister also praised the efforts of the Party Committees, authorities at all levels, and the people of Dong Nai province who have given up their homes for the project. In the coming time, the Prime Minister requested all levels, sectors, and units to change their status: 2023 is the starting year, 2024 is the acceleration year, 2025 is the breakthrough year, and the first 6 months of 2026 must complete and hand over the project. Regarding progress, according to the Prime Minister, through experience since selecting the main contractor of the project so far, the investor can shorten the project progress from 3 to 6 months; must save time and work faster to regain the time lost before. The Prime Minister proposed launching an emulation movement to speed up the project progress from now until April 30, 2025 to celebrate the 50th anniversary of the Liberation of the South and National Reunification Day.

The Prime Minister requested to "overcome the sun, overcome the rain", work in "3 shifts, 4 shifts", throughout Tet and holidays with the spirit of "eating quickly, sleeping urgently", "only working, not talking back". The Ministry of Construction, the State Audit... regularly inspect, supervise, ensure quality, technical and aesthetic requirements, environmental sanitation because this is an international transit airport, must leave an architectural mark, enhance the beauty of the terminal with many trees, flower gardens... The Prime Minister also noted that it is necessary to ensure labor safety; fight corruption, waste, and negativity; auxiliary items must also be carried out simultaneously with the main items to ensure progress.

Prime Minister Pham Minh Chinh delivered concluding remarks at the meeting.

The Prime Minister directed that the resettlement work for the people must be well done; considering the people as the center and subject; clearly stating that taking care of the people to be prosperous and happy is the highest goal of the Party and the State, therefore, it is necessary to review policies to gain people's consensus; protect the legitimate rights and interests of the people; ensure that people relocated to new places have lives equal to or better than their old places; closely coordinate between ministries, branches, agencies and units; make efforts to complete the handover of the entire construction site. Regarding the road connecting to the airport, the Prime Minister noted that it must be calculated to be the most reasonable and convenient because if one step is not synchronized, it will affect the entire project. The Prime Minister directed that Long Thanh needs to be planned to become an airport city with full infrastructure works. Regarding related issues, the Prime Minister assigned Deputy Prime Minister Tran Hong Ha to organize a meeting with ministries and branches to resolve, if any problems arise, report back to the Prime Minister.

* Previously, while visiting and giving Tet gifts to people in the Loc An resettlement area in Binh Son commune, Long Thanh district, Dong Nai, the Prime Minister affirmed that the work of compensation and site clearance for the Long Thanh International Airport project is very large and very difficult, but Dong Nai province has made efforts to hand over almost the entire site for construction.

Prime Minister Pham Minh Chinh gave Tet gifts to people in resettlement areas.

The Prime Minister also welcomed the people who gave up their land for the project; suggested that the government review and change jobs for the people; noted that during the airport construction process, units need to prioritize the reasonable use of local labor; urban planning in resettlement areas must ensure long-term sustainability and suitability; people must also make efforts to change their thinking and ways of working to have more decent and better housing; If the State and people make efforts, people's lives will become better and better because people are both the center and the subject, and people must also participate in policy making.

The Prime Minister requested Dong Nai province to review and complete social infrastructure such as schools, medical stations, etc. in resettlement areas. Regarding some regulations related to people's resettlement, the Prime Minister said that they need to be re-studied, and reasonable points should be continued to be implemented, and unreasonable points should be adjusted. The Prime Minister affirmed that the highest goal of the Party and State is to take care of people so that they can have a more prosperous and happier life.
