In the new term, the Party Committee sets the goal of both developing and preserving the unique identity of a heritage city, striving to excellently complete the goals and tasks set out in Resolution No. 54-NQ/TW of the Politburo ; striving to build Hue city to develop in the direction of green, smart and rich in identity.

The past term was a period that marked a strong impression of solidarity within the entire Party, high political determination and the spirit of strong, drastic and synchronous action of the entire political system and people in building and developing Hue city.
In the context of the complex, rapid and unpredictable developments in the world and in the country. The strong development of science and technology; climate change, natural disasters, especially the Covid-19 pandemic have greatly impacted socio-economic development, but the Party Committee, government and people of Hue city with the aspiration for development and the spirit of innovation, have strived to overcome difficulties and challenges, transformed strongly, steadfastly in the sustainable development strategy, promoted internal resources, took advantage of external resources, completed many key programs and projects, successfully implemented the goal of becoming Hue city in the spirit of Resolution No. 54-NQ/TW of the Politburo and the Resolution of the Party Congress.
After 5 years of implementing the Resolution of the 26th Party Congress, the city has achieved important achievements in all fields. 14/15 main targets have been achieved and exceeded the plan.
Notably, the economy maintained a good growth rate, averaging 7.54% per year, the economic structure shifted in the right direction, and advantageous sectors and fields developed. Per capita income ranked second in the North Central and Central Coast regions. Compared to 2020, the economic scale increased by 1.7 times. GRDP per capita is expected to reach 3,200 USD in 2025. Total budget revenue reached 64,500 billion VND, an average increase of 12% per year.
In the 2021-2025 period, total realized investment capital will increase by an average of 12% per year; export turnover value will increase by an average of 11.39% per year; labor productivity will increase by an average of 9.3% per year. Total factor productivity (TFP) contribution to growth by 2025 will reach 48%.
The goal of the Hue City Party Committee for the 2025-2030 term is: "Building a clean and strong Party Committee and political system; promoting the strength of the entire people; mobilizing and effectively using resources, building and developing Hue City by 2030 as a typical heritage city of Vietnam, one of the large and unique centers of the Southeast Asian region in terms of culture, tourism and specialized healthcare; one of the major centers of the country in terms of science and technology, multi-disciplinary, multi-field, high-quality education and training; a strong maritime economic center of the country; national defense and security are firmly guaranteed; the material and spiritual life of the people reaches a high level".
Services have developed diversely, with an average growth rate of 8.22% per year, accounting for nearly 50% of GRDP. Tourism has recovered strongly after the pandemic. Industry and construction have developed steadily, with an average growth rate of 8.1% per year, accounting for 33% of GRDP. Several large-scale new capacity-building projects have been put into operation, such as the Kim Long Motors Hue production and assembly complex project, phase 1; Kanglongda glove factory...
Agriculture grows at an average of 2.94% per year, accounting for 9.5% of GRDP. Forming and developing international-class sea and lagoon tourism areas.
The infrastructure has been invested in a complete, synchronous and modern manner. Many large-scale projects of national and regional significance have been deployed and put into operation. Attention has been paid to the work of renovation, construction and expansion of development space.
The urban and rural areas are increasingly spacious, modern and clean. The city planning and general urban planning have been approved. The coverage rate of the general urban construction planning has reached 100%. Upgrading and developing Hue into a centrally-run city. Basically completing the project of relocating residents and clearing the land of Area I of Hue Citadel. The urbanization rate has reached 66.3%.
Culture and society have achieved many outstanding results, continuing to affirm their position and brand, becoming major centers of the country in culture-tourism and specialized healthcare, centers of education-training and science-technology. The work of preserving and promoting cultural values and heritages has been strengthened. Hue's cultural identity and Hue people have been focused on preserving and promoting.
To date, the city has eight heritage sites recognized by UNESCO as world heritage sites. Hue is always in the top 5 nationwide in terms of digital transformation index. The program to eliminate temporary and dilapidated houses has been completed; the poverty rate has decreased to 1.15%, social security has been guaranteed; efforts have been made to bring A Luoi out of the national poor district by 2024.
National defense and security are maintained; politics and society are stable. Focus is placed on building the city into a solid defense zone. Foreign affairs and international integration continue to be in-depth and effective. The city has established cooperative, friendly, and twinned relations with nearly 50 countries and territories.
The work of building the Party and the political system has had many positive changes. The arrangement of departments, branches, administrative units, and two-level local government organizations has been completed and smooth operations have been ensured. The city has always maintained its position in the top 5 and top 10 nationwide in the annual ranking of administrative reform indicators.
Promoting advantages, creating breakthroughs in the new era
The goal of the Hue City Party Committee in the 2025-2030 term is: "Building a clean and strong Party Committee and political system; promoting the strength of the entire people; mobilizing and effectively using resources, building and developing Hue City by 2030 as a typical heritage city of Vietnam, one of the large and unique centers of the Southeast Asian region in terms of culture, tourism and specialized healthcare; one of the major centers of the country in terms of science and technology, multi-disciplinary, multi-field, high-quality education and training; a strong maritime economic center of the country; national defense and security are firmly guaranteed; the material and spiritual life of the people reaches a high level".
To achieve the set goals and targets, the city will focus on key tasks and solutions:
Firstly, promote economic restructuring associated with growth model innovation, improve productivity, quality, efficiency, added value and competitiveness of the economy. Invest in developing and perfecting a synchronous, modern, smart and planning-compliant infrastructure system.
Strongly improve the investment and business environment to attract resources for socio-economic development; strongly develop all types of enterprises and economic sectors, especially the private economy. Invest in harmonious and synchronous development of regions associated with effective implementation of national target programs. Strengthen management, effective use of resources, environmental protection and proactive response to climate change.
Second, focus on socio-cultural development, develop Hue city to be worthy of being a large, unique center of culture and tourism in Southeast Asia; a specialized medical center. Develop a multi-disciplinary, multi-field, high-quality education and training center of the country. Build Hue city to become one of the country's centers of science and technology, innovation and digital transformation. Manage sustainable social development; ensure social progress and equity.
Third, maintain national defense and security; ensure political security, social order and safety. Expand and improve the effectiveness of foreign affairs and international integration. Thoroughly grasp and effectively, synchronously and comprehensively implement the foreign policy of the Party and State.
Fourth, promote socialist democracy, people's mastery, and the strength of national solidarity; innovate the content and methods, improve the quality and effectiveness of the activities of the Fatherland Front and socio-political organizations. Improve the quality and effectiveness of patriotic campaigns and emulation movements.
Hue City is gradually affirming its position as a heritage city with rich identity, dynamism and modernity.
Fifth, build an honest, modern, streamlined government that operates efficiently, effectively, and effectively. Innovate and perfect the organizational structure and improve the operational efficiency of two-level local governments to meet the requirements and management tasks of urban governments. Build a transparent, professional, and modern administration; focus on promoting administrative reform and digital transformation.
Sixth, continue to promote the building and rectification of a clean and strong Party in all aspects; improve the leadership capacity and fighting strength of the Party Committee. Continue to strongly innovate political, ideological and ethical work in a proactive, practical and effective direction; grasp, forecast and promptly orient ideological issues in the Party. Innovate and improve the quality and effectiveness of organizational and personnel work. Improve the quality and effectiveness of inspection, supervision and Party discipline work.
The city will focus on implementing three groups of breakthrough solutions on: Mechanisms, policies, resource mobilization, use, investment attraction; human resource development, especially high-quality human resources; investment in completing a synchronous, modern, and smart infrastructure system; exploiting the advantages of heritage cities to develop tourism and services; promoting science and technology development, innovation and digital transformation.
With a strong desire to rise and the right strategic orientations, Hue city is gradually affirming its position as a heritage city rich in identity, dynamic and modern. A new path is opening for Hue to rise up to the expectations of the Party, government and people.
