In the 2020-2025 term, in the context of many difficulties and challenges, with the attention of the Central Government, the Party Committee, the Government and the People of Nghe An have united and strived to achieve many important and quite comprehensive results with many outstanding highlights.
With the motto "Solidarity-Democracy-Discipline-Breakthrough-Development", in the 2025-2030 term, Nghe An determines its vision, innovative thinking and policies to strive to turn Nghe An into a fairly developed province, a national growth pole, together with the whole country to complete development goals by 2030, towards realizing the aspiration of a strong Vietnam by 2045.
Issue many new, breakthrough policies
Clearly identifying opportunities, clearly recognizing difficulties and challenges, proactively and quickly adapting to the situation, under the leadership of the Provincial Party Committee, the Provincial Party Committee Standing Committee, the drastic, unified and timely management of the Provincial People's Committee, together with the spirit of solidarity, courage, steadfastness and creativity, the overall picture of socio -economics, national defense and security of Nghe An province has many improvements.

The economy grew quite well, the economic structure continued to change positively, and the growth quality was improved. The average growth rate of gross regional domestic product (GRDP) in the province reached about 8.3-8.5%/year, higher than the increase in the period 2016-2020. The scale of GRDP increased by 1.7 times, the average GRDP per capita increased by 1.67 times compared to 2020. Labor productivity increased by an average of 8.2%/year. The contribution of total factor productivity (TFP) to economic growth reached about 40%. State budget revenue reached the set target, 1.7 times higher, development investment expenditure was 1.43 times higher than the previous term. Total social investment capital was more than 1.7 times higher than the previous term.
Industry and construction have developed strongly, playing the role of the main growth engine of the economy, with an average growth rate estimated at 11.85%. Key projects have been focused on by Nghe An province, with priority given to allocating investment resources.
During the term, many important transport projects were completed and put into use. Coordinated implementation to ensure progress of key national projects passing through the province. New construction and upgrading of a number of power transmission works and transformer stations. Irrigation and clean water supply systems continued to be invested and renovated. Trade, service and tourism infrastructure developed rapidly; postal, telecommunications and digital infrastructure were upgraded and expanded.
Agriculture, forestry and fishery have developed stably and improved in quality and efficiency; the new rural construction program has achieved many important results; infrastructure, environment, landscape and life in rural areas have been clearly improved.
The marine economy is shifting in the right direction, developing quite comprehensively, gradually becoming the driving force for the province's economic development; coastal localities contribute about 27.55% of the province's total GRDP.
Mobilizing investment resources has achieved high results, contributing positively to economic growth and restructuring. Total social investment capital is estimated at about 500,000 billion VND, 1.7 times higher than the period 2016-2020. Investment outside the state sector has increased rapidly in scale, quantity and quality of projects, in which attracting foreign direct investment (FDI) has achieved outstanding results.
In the 3 years of 2022-2024, continuously ranked in the top 10 localities attracting the largest FDI in the country, with a total registered capital of over 4.8 billion USD, 4.5 times higher than the accumulated capital from 2020 and earlier; attracted many of the world's leading technology corporations to invest in production and business, forming high-tech industrial production chains and deep processing. The number of newly established enterprises increased by 1.6 times; the average registered capital increased by 2 times compared to the previous period.
As of September 2025, Nghe An recorded more than 150 FDI projects with a total registered capital of over 6 billion USD, ranking among the top 10 provinces and cities in the country. Many large corporations from Singapore, Korea, Japan, and Hong Kong (China) have chosen Nghe An as their destination, focusing on processing, manufacturing, electronics, textiles, and agricultural processing industries.
Industrial parks such as VSIP Nghe An and WHA have become bright spots, creating momentum for industrialization.
These days at the WHA Industrial Parks in Nghe An, the bustling working atmosphere, the sound of machinery mixed with the laughter of thousands of workers is a vivid proof of a Nghe An that is strongly industrializing.
Mr. Wu Tao, Director of Koyu Textile Factory, said: “With the philosophy of considering employees as the foundation, we always invest in a modern, safe working environment, with a clear welfare regime. Workers receive an income of 7-10 million VND/month, have shuttle buses and many allowances. This helps them feel secure in their long-term commitment.”
Ms. Nguyen Thi Hong, a worker at Cypress Shoes Vietnam Limited Company, shared: “Before, I only worked in agriculture so my income was unstable. Now I work in industry, with a salary of 8-10 million VND/month, a friendly working environment, close to home, convenient for taking care of my family. I hope to stay long-term and contribute my small part to building my hometown.”
Key economic zones are developing rapidly, contributing greatly to the development of the whole province. The Western region continues to develop in a sustainable direction. Many key infrastructure projects have been completed and put into use, and technical infrastructure and social infrastructure in urban areas are being invested in and built more and more synchronously.
Scientific research and technology application activities are focused on. The innovative startup ecosystem has initially formed and developed; scientific and technological potential continues to be enhanced. Digital transformation is focused on implementation according to the set roadmap and goals, initially achieving many positive results.
The work of protecting natural resources and exploiting minerals has been rectified and improved in efficiency. Measures to protect the environment, prevent and handle environmental pollution have been focused on, especially in industrial zones, industrial clusters and in the process of implementing projects.
The socio-cultural field has achieved many new results and achievements. The number of schools meeting national standards has exceeded the set target; the results of the 2025 high school graduation exam have risen to the top in the country; continuously maintaining the top position nationwide in terms of students achieving high scores in national and international exams. The university, college and vocational education system has been restructured and innovated according to a modern model, focusing on output quality and meeting the needs of the labor market.
The system of cultural institutions continues to be invested in, built and upgraded. The work of preserving and promoting tangible and intangible cultural values has achieved many important results. Nghe Tinh Vi and Giam folk songs and folk songs, folk dances and folk music of ethnic groups in the province continue to be preserved, kept, innovated, developed and widely spread in life.
The health system continues to develop synchronously; preventive health capacity is enhanced, the quality of medical examination and treatment has changed positively, many advanced techniques and modern technologies have been deployed. The health insurance coverage rate has reached the national average.
The work of job creation, implementation of policies for meritorious people, social assistance, social security, and poverty reduction has been focused on and implemented synchronously, achieving many outstanding results. The poverty rate has decreased to 3.12%; the goal of eliminating temporary and dilapidated houses for the poor in the whole province has been basically completed.
National defense has been strengthened and enhanced. Security has been firmly ensured, preventing the formation of "hot spots" and complicated incidents. Social order and safety have had many positive changes, effectively implementing the project to build a "drug-free" area, reducing crimes and social evils. Fires and explosions have been limited and traffic accidents have been significantly reduced. Foreign affairs, international integration, and regional linkages have been proactively and substantially implemented, improving efficiency.
Strive to become fairly developed province by 2030
Nghe An has identified the viewpoint: Innovating development thinking, moving towards a more modern growth model; taking science, technology, innovation and digital transformation as the main driving force; taking institutional and governance innovation as a lever; taking Nghe An culture and people as the foundation, creating new impulses and breakthroughs in development.
Along with that, strongly shift from breadth to depth development; develop green economy, digital economy, marine economy, circular economy, high-tech industry and high-quality services. Focus on creating breakthroughs for rapid development in the Eastern region and sustainable development in the Western region of the province.
By 2030, Nghe An will become a fairly developed province in the country, a national growth pole; the center of the North Central region in high-tech industry and agriculture, healthcare, education and training, science and technology, trade, logistics, tourism; have a synchronous and modern infrastructure system, effectively adapting to climate change; the material and spiritual life and health of the people will be constantly improved; the value of the ecosystem of forests, seas, islands, culture, history and traditions, especially the culture of Nghe An will be preserved and promoted; national defense, security and sovereignty over borders, seas and islands will be maintained. Vision to 2045, Nghe An will become a province with high income, comprehensive development, civilization and modernity.
Nghe An strives to well implement socio-economic targets according to the orientation in Resolution No. 39-NQ/TW, dated July 18, 2023 and specialized resolutions of the Central Committee, the Politburo, national target programs, projects of the Government and provincial planning. Focus on implementing 39 main targets and groups of targets for the period 2025-2030 including: 5 groups of targets on Party building and the political system; 10 groups of targets on economy, science and technology; 17 targets on culture and society; 5 targets on environment; 2 targets on national defense and security.
Specifically, in the 2025-2030 term, Nghe An sets a target of an average GRDP growth rate of 12%/year; average income per capita of 163-190 million VND/year; total social investment capital in the 2026-2030 period is estimated at 1,150 trillion VND. The province strives for an average increase in state budget revenue of 12% or more, a reduction in poor households of 0.5-1.5%/year, a health insurance coverage rate of over 95% of the population and over 80% of communes and wards ensuring safety standards for security and order.
According to Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee Le Hong Vinh, to realize this goal, Nghe An focuses on three strategic breakthroughs. In particular, the province builds and promulgates synchronous mechanisms and policies within its authority, focuses on removing bottlenecks, unblocking resources; promotes decentralization and delegation of authority associated with responsibility, promoting the initiative and creativity of all levels and sectors.
At the same time, the province proactively creates a development environment, attracts investment in key areas, promotes innovation, science and technology, startups and forms new growth drivers.
The province focuses on comprehensive training, especially high-quality human resources associated with the needs of businesses, especially high-tech businesses; continues to improve the quality of education, expand flexible training models, attract and utilize talents; connects intellectual resources of experts, scientists, and businessmen from Nghe An at home and abroad.
Nghe An strives to become a well-off province of the country by 2030, a national growth pole; and at the same time, the North Central region's center of industry, high-tech agriculture, healthcare, education, science-technology, trade, logistics and tourism. The infrastructure system is developed synchronously, the material and spiritual life of the people is constantly improved, the cultural and historical values of Nghe An are preserved, national defense-security and territorial sovereignty are maintained.
The province is promoting strategic transport projects such as Vinh-Thanh Thuy expressway, Cua Lo deep-water port, Dong Hoi port, Vinh airport; along with the development of digital infrastructure, science-technology infrastructure, clean energy and modern urban centers. This will be the foundation for Nghe An to develop rapidly and sustainably, aiming to become a growth pole of the North Central region.
The Party's strategic decisions and revolutionary innovation determination create the foundation, opening up space, conditions, and motivation for the country and Nghe An province to develop more favorably in the coming years. From the fundamental conditions, important factors (infrastructure, socio-economic potential, mechanisms, policies, culture, spirit, experience) converge for Nghe An to promote comprehensive innovation, develop breakthroughs faster and more sustainably in the coming period./.
