NTO - Summary of the emulation movement "For the poor"

In recent times, the emulation movement "For the poor - No one left behind" in the province has received the attention, leadership, and drastic participation of the entire political system from the province to the grassroots, creating a vibrant, widespread and effective emulation movement. In addition to the policies prescribed and guided by the central government, the province has well implemented the motto of linking economic development with ensuring social security and solving social problems. During the implementation process, the province has always paid attention to allocating appropriate resources, including poverty reduction content in resolutions and socio-economic development plans in each period and every year. Poverty reduction policies have been fully and promptly implemented.

Localities in the province have had many good practices and effective models to help many poor and near-poor households know how to do business and escape poverty. In 3 years (2021-2023), the province has completed the set goals and targets for poverty reduction. The average poverty rate in the whole province decreased by 1.46%/year; the poverty rate in ethnic minority and mountainous areas decreased by 4.8%/year, exceeding the set plan (decreased by 3%/year). In the poor district of Bac Ai alone, the poverty rate decreased by an average of 6.36%/year, exceeding the set plan (decreased by 5%/year). By the end of 2023, the poverty rate in the whole province decreased to 4.21%, and near-poor households decreased to 4.61%.

At the conference, delegates discussed and clarified the current situation and results of the movement implementation in localities and units, as well as the advantages, limitations and difficulties; at the same time, proposed measures and solutions to improve the quality of the movement implementation in the coming time.

On this occasion, the Department of Labor, War Invalids and Social Affairs awarded certificates of merit from the Chairman of the Provincial People's Committee to 5 collectives and 7 individuals with outstanding achievements in implementing the emulation movement "For the poor - No one is left behind" in the period 2021-2025 in the province.
