The Government Office issued Notice No. 538/TB-VPCP on the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting to remove difficulties and speed up the progress of expressway projects in the Mekong Delta region.

At the announcement, the Deputy Prime Minister commended the efforts and high sense of responsibility of localities in resolutely implementing and supporting conditions for construction materials, logistics, and site clearance to ensure the progress of basic projects; highly appreciated the efforts of localities with sources of materials for roadbed leveling such as Tien Giang , Ben Tre, An Giang, Dong Thap, Vinh Long, Soc Trang... to basically ensure the supply of materials on schedule for projects.

However, in addition to the achieved results, the implementation of projects still has shortcomings, limitations and difficulties, requiring all levels and sectors, especially the Project Management Boards, contractors and the Ministry of Transport to learn from experience and closely follow the actual situation to promptly handle difficulties and problems. The source of filling materials according to reserves is basically guaranteed, but the supply of materials according to construction progress is still slow; some mines in Dong Thap and An Giang provinces have temporarily stopped exploitation; Vinh Long province is slow to complete procedures to increase the capacity of sand mines. According to the direction of the Prime Minister, Tien Giang and Ben Tre provinces need to complete procedures to grant sand mines for projects in October 2024; however, the implementation has not met the construction progress. River sand mines in Soc Trang province have sufficient reserves but the exploitation capacity is very limited. Some projects still have problems with site clearance; Uncompleted relocation of electrical infrastructure and underground works (especially 17 high voltage power line locations that have not been relocated)...

Resolve any problems that arise on-site.

The Deputy Prime Minister concluded: Expressway projects in the Mekong Delta region are extremely important projects of the country, creating new momentum for regional development. With the large amount of work in the coming time of each project, it requires all levels, sectors and localities to be proactive, flexible and creative in applying policies, mechanisms and strategies to implement the projects; pay attention to studying the experiences of localities that have effectively implemented solutions in accordance with the provisions of law to immediately resolve arising problems at the grassroots level; urgently and strictly implement the direction of the Prime Minister in Notice No. 490/TB-VPCP dated October 26, 2024 on the conclusion of the 14th meeting of the State Steering Committee for important national works and projects, key to the transport sector; Strive to achieve the goal of completing the Can Tho - Ca Mau Expressway Project by 2025 and basically completing the entire Chau Doc - Can Tho - Soc Trang Expressway by 2026, ensuring quality, technique, aesthetics, safety, hygiene, environment, and preventing waste and negativity.

In particular, the Ministry of Transport urgently presides over and coordinates with localities, project management boards, and contractors to review and synthesize the necessary supply capacity to ensure the reserves, quality, and actual capacity that sand mines can meet according to the progress of each project; calculate additional options for using sea sand to support the shortage of river sand sources, and report to the Prime Minister on detailed plans for the critical path and specific commitment schedule before November 30, 2024;

The Ministry of Transport, together with competent authorities, investors, project management boards, construction contractors, and supervision consultants, closely follow the work and proactively work with localities to speed up the progress of resolving the supply of roadbed filling materials, absolutely not allowing projects to be delayed due to lack of sand, gravel, and stone materials; direct project management boards and contractors to promptly remedy violations and organize sand mining in accordance with commitments and legal regulations.

The Ministry of Natural Resources and Environment urgently studies, proposes and implements the task of assessing the entire reserves of river and sea sand in the Mekong Delta region; on that basis, assigns the Ministry of Planning and Investment and the Ministry of Finance to propose the allocation of capital to carry out the above urgent tasks from sources of increased revenue and expenditure savings according to the provisions of law;

At the same time, send a working group to guide the People's Committee of An Giang province to carry out procedures to continue exploiting Antraco stone mine in November 2024; guide environmental regulations when using sea sand in different environments (saline, non-saline, alum...) in December 2024;

Urgently review and submit for promulgation a Decree amending and supplementing a number of articles of Decree No. 40/2016/ND-CP detailing the implementation of a number of articles of the Law on Marine and Island Resources and Environment and Decree No. 11/2021/ND-CP regulating the assignment of certain sea areas to organizations and individuals for exploitation and use of marine resources, in which it is necessary to pay attention to the issue of determining the dry tide line on small islands, the issue of strengthening decentralization in assigning sea areas to localities in the spirit of "locality decides, locality does, locality is responsible".

Review of sea sand treatment process for construction activities

The Ministry of Construction shall preside over and coordinate with the Ministries of Natural Resources and Environment, Transport, Science and Technology and relevant ministries and branches to review the regulations, standards and processes for handling sea sand for construction and leveling activities, as a basis for localities to study and pilot implementation for works and projects in the area; to be completed in the first quarter of 2025. Guide localities to remove difficulties and obstacles in determining and announcing the prices of materials exploited at mines to supply projects (if necessary), especially the proposal of the Chairman of the People's Committee of Tien Giang province at the meeting.

The Ministry of Industry and Trade and the State Capital Management Committee at Enterprises directed Vietnam Electricity Group, together with the People's Committees of the provinces and cities of Can Tho, Tien Giang, Dong Thap, An Giang, Hau Giang, and Soc Trang, to urgently speed up the progress of site clearance and relocation of high-voltage power systems to hand over the entire site for expressway projects in November 2024.

Strive to complete the determination of local sea area boundaries in the first quarter of 2025.

The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Natural Resources and Environment and localities to urgently complete the determination of the sea area boundaries of localities (including Tra Vinh and Soc Trang provinces), striving to complete in the first quarter of 2025. During the period of not determining the sea area boundaries between provinces, the People's Committee of Soc Trang province shall only carry out sand exploitation activities at the B1.3 mine, which has been licensed by the People's Committee of Soc Trang province to supply sand for key expressway projects in the Mekong Delta region according to a special mechanism approved by competent authorities.

Localities with sand mines must complete mining procedures to supply projects, ensuring volume and capacity meet construction progress...
