On September 26, Hai Phong City People's Committee coordinated with Vingroup Corporation to organize the groundbreaking ceremony of the Tan Trao Industrial Park Infrastructure Development Investment Project (Phase 1) and Hai Phong LNG Thermal Power Plant Project.
Prime Minister Pham Minh Chinh and delegates pressed the button to start the Tan Trao Industrial Park Infrastructure Development Investment Project (Phase 1) and the Hai Phong LNG Thermal Power Plant Project.
Speaking at the ceremony, Prime Minister Pham Minh Chinh emphasized that Hai Phong is one of the leading cities in innovation. Hai Phong and some northern provinces have maintained double-digit growth over the past decade. Hai Phong is also a pioneer in many fields.
“Today, Hai Phong started two very important projects. The Industrial Park project, we are restructuring the economy towards increasing the proportion of industry and services, reducing the proportion of agriculture, and innovating the growth model based on green growth, digital growth, circular growth and innovative growth. This is a very fundamental change.
Now we must rely on science and technology and innovation for development, to promote our rapid and sustainable development process, while creating opportunities and conditions for the country to develop independently, autonomously and strategically," Prime Minister Pham Minh Chinh emphasized.

The Head of Government assessed that both of these projects have the goal of contributing to industrial development and attracting foreign investment. Attracting foreign investment now is determined not to attract investment at all costs, by all means, but to attract selectively.
“I really hope that we will invest selectively, investing in high technology, technology transfer, human resource training, and contributing to national governance. Second is developing green energy, this is an irreversible trend,” the Prime Minister hopes.
The Prime Minister also assigned ministries and sectors to continue supporting Hai Phong and businesses to successfully invest in these two projects. The Prime Minister requested Hai Phong to create conditions, create opportunities, quickly resolve other necessary procedures, reduce input costs for businesses, all for the common good, and prevent corruption, negativity and waste.
" I really hope that the Government agencies will do what they say and do what they promise. The spirit is not to say no, not to say difficult, not to say yes but not to do. Hai Phong also has the same spirit.
"Vingroup must speed up the progress while ensuring quality, safety, aesthetics, environmental sanitation, and especially creating many high-quality jobs for Hai Phong," Prime Minister Pham Minh Chinh emphasized.
Tan Trao Industrial Park has an area of nearly 227 hectares, with total capital for phase 1 of more than 4,000 billion VND.
The Tan Trao Industrial Park (IP) infrastructure development investment project is invested by Vinhomes Hai Phong Industrial Park Investment Joint Stock Company with a total capital of over VND4,000 billion in phase 1. The project covers an area of nearly 227 hectares, in Kien Hung and Nghi Duong communes.
Tan Trao Industrial Park is expected to be completed in the second quarter of 2030 with advanced technical infrastructure, attracting investment in many industries such as: electricity, electronics, telecommunications, pharmaceuticals, supporting industries, new materials, clean energy industry, renewable energy...
The LNG factory has an area of nearly 100 hectares, with a total capital of more than 178,000 billion VND.
The Hai Phong LNG Thermal Power Plant construction project is located in Tan Trao Industrial Park, invested by the Joint Venture of Vingroup Corporation - Joint Stock Company and VinEnergo Energy Joint Stock Company, with an area of nearly 100 hectares and a total capital of more than 178,000 billion VND.
The project is expected to be operational by the end of 2030. The plant will provide about 9.6 billion kWh/year (phase 1) and 19.2 billion kWh/year (phase 2), both meeting the electricity demand for production in the entire Tan Trao Industrial Park and adding a large capacity source to the national grid, supporting the regulation of the grid system and reducing dependence on traditional energy sources.
The plant has a designed capacity of 4,800 MW (phase 1: 1,600 MW, phase 2: 3,200 MW). This will be the largest thermal power plant in Vietnam - according to the Government's Power Plan VIII and is among the world's leading LNG power plants.
Electricity made from LNG has outstanding advantages in protecting the environment as it emits almost no SO₂, no dust and low NOx compared to electricity made from fossil fuels such as coal and oil.

Speaking at the groundbreaking ceremony, Mr. Le Ngoc Chau - Chairman of Hai Phong City People's Committee affirmed: These are two important projects with practical significance to welcome the first Hai Phong City Party Congress, term 2025-2030, towards the 14th National Congress of the Party.
“This is also a concrete result in leadership and direction; the drastic, synchronous and effective participation of the entire city's political system, aiming to realize the quartet of strategies, especially Resolution 68 of the Politburo on private economic development in the area; creating strong momentum, promoting new growth, and at the same time, it is also an important result achieved from the city's investment promotion conference on July 15,” the Chairman of the Hai Phong City People's Committee emphasized.
