Promoting the role of farmers as the main subject in rural economic development

In recent times, the Farmers’ Association (FA) at all levels in the province has actively focused on the grassroots level, regularly innovating the content and methods of operation to improve the effectiveness of supporting farmers. Thereby, it has contributed to promoting the role of farmers as the main subject in developing agriculture, rural economy , and building new rural areas.

Quang Tri province currently has over 88,390 farmer members, accounting for 83% of the total number of farmer households in the province. Identifying loan capital as an important driving force for members to develop the economy, the Provincial Farmers' Association has actively directed Farmers' Associations in districts, towns and cities to advise local Party committees and authorities to raise awareness and strengthen mobilization to build the Farmers' Support Fund.

By 2024, the source of the Farmers Support Fund at all levels will reach 15,864 billion VND, double that of the beginning of 2019, bringing the total capital source of the Farmers Support Fund at 2 levels to 15,864 billion VND; the source of the Central Farmers Support Fund is entrusted with 10.4 billion VND.

Along with that, HND signed a cooperation program with banks to support members and farmers to access a variety of convenient credit sources to serve production and business development, increase income, and limit black credit in rural areas. Up to now, the total capital entrusted from banks through HND organization has reached 2,752.8 billion VND with 35,213 borrowing households.

Loans are used for the right purposes, helping farmers have conditions to invest in production and business development, contributing to job creation and income increase. There are many highly effective loan models such as the model of raising eels in cages in Phong Binh commune, Gio Linh district; raising hill chickens in Vinh Chap commune, Vinh Linh district; growing bananas in Tan Long commune, Huong Hoa district. In addition, the association at all levels also strengthens coordination and links with enterprises, cooperatives, and agents to promptly supply agricultural materials and equipment to farmers.

With the motto of focusing on the grassroots, the Farmers' Association at all levels has focused on building a clean and strong organization; actively advising the Party Committee and the government in leading and directing the development of agriculture, farmers, rural areas and the Association's activities. Strengthening coordination with relevant departments and branches to exploit and mobilize resources for the Association's activities to support farmers in terms of capital, science and technology, new technology and consumption markets...

At the same time, the association at all levels also focuses on propagating and mobilizing farmers to consolidate land plots, renovate mixed gardens, convert suitable crops and livestock; focus on applying technology, introducing new varieties with high productivity, quality, and climate change adaptation into large-scale production; production in the direction of linkage, shifting from quantity-based production to quality-based production linked to the market, from dispersed to concentrated production, forming and expanding specialized production areas. On average, every year, over 60% of farming households register to achieve the title of good production and business farmers at all levels, of which over 54% of households achieve this title.

Up to now, the whole province has 27,499 farming households achieving the title of excellent production and business at all levels. Good production and business farming households always promote the tradition of solidarity, mutual love, helping poor households to rise up in many forms such as: building "Farmer's Warm House"; supporting seeds, capital, working days, production experience, creating jobs with a total value of 63.4 billion VND... From there, helping 2,657 farming households in the whole province have more conditions to rise up and escape poverty.

In addition to the achieved results, there is still a part of farmers who are passive and have low response capacity to challenges and risks in regular agricultural production such as natural disasters, epidemics, and climate change. Rural technical infrastructure still has many shortcomings; production scale is fragmented, small, and based on household economy; farmers' ability to adapt to the 4.0 technology revolution is limited...

In addition, propaganda and mobilization work for farmers is sometimes not well implemented, scattered and lacking in depth. The dissemination and communication, and enhancement of the role of farmers as subjects have not been effective; some farmers are indifferent and do not have a correct understanding of their role and responsibility in agricultural development, rural economy, and new rural construction...

In the coming time, the Farmers’ Association at all levels in the province will continue to innovate, improve the quality and effectiveness of movements to arouse motivation, attract members to overcome difficulties and strive to become rich legitimately. Prioritize investment in the production of products with strengths, high economic value, key products, characteristics and potential of the locality. Support the building of product brands, labels, product packaging; build and improve the quality of OCOP products.

Continue to promote and guide farmers to compete in building new rural areas according to the mechanism of Party leadership, State support, and people implementation and enjoyment.

Develop and improve the efficiency of the Farmers Support Fund, use capital for the right purpose, achieve high efficiency and credit safety. The use of the fund must be linked to service activities, consulting, and vocational training for farmers to build effective economic development and poverty reduction models.

With synchronous solutions and activities, all levels of the association and its cadres, members and farmers in the province are determined to successfully implement the goals of agricultural and rural development, worthy of being the core force in building new rural areas.
