Typical people, create healthy environment
Professor Tu Thi Loan, former Director of the Vietnam National Institute of Culture and Arts, said that in theory, cultural environment is a concept with many different broad and narrow interpretations. In the broadest sense, “cultural environment” is almost identical to “social environment”.
In a narrower sense, “cultural environment” is just a component of “social environment”, which includes many fields: Politics , economics, culture, education, science, history, religion... In the narrowest sense, “cultural environment” is just a component of culture and only includes spiritual cultural elements that exist around the subject.
Family and school are the closest and most familiar cultural environments to each person. Since ancient times, cultural institutions, customs, habits, standards of conduct of the community, rules, traditions, family traditions... have contributed to creating people who value "humanity - courtesy - righteousness - wisdom - trust".
At any stage, building a cultural environment is always an important foundation, with the core being typical examples. According to Professor Tu Thi Loan, in the context of many changes in life, with many risks and negative impacts, good examples need to be widely disseminated so that the public can better understand the benefits of building a cultural environment, aiming to create healthy cultural environments.
Propaganda and awareness raising work has gradually turned the building of a cultural environment into a common task, with the joint efforts and contributions of the people, the subjects of the cultural environment. There are many positive changes when looking at the changing appearance of typical models, such as the "model cultural villages" built by local authorities and people together. These living environments not only bring clean and beautiful spaces but also improve the cultural and spiritual life of the people, with a system of spacious cultural institutions, new rural construction criteria, civilized lifestyle, cultural behavior... are focused on.
Typical models of Cultural Villages, Cultural Villages, Cultural Residential Groups such as "Self-managed Villages and Residential Groups", "5 No, 3 Clean Villages and Residential Groups" have been built and replicated in the city. Emulation movements such as "Active and creative Capital Women, building civilized and happy families"; "Farmers producing and selling safe agricultural products to the market"; "Exemplary Veterans"; "Excellent Workers", "Creative Labor"; "Volunteer for Community Life"... have attracted a large number of people to participate.
Promoting the role of cultural subjects
Reality also shows that the work of building a cultural environment still has many limitations. The system of cultural institutions and material and technical facilities for cultural activities at the grassroots level is still lacking and weak, in some places it is degraded, lacks uniformity, and has low efficiency. The cultural environment still has many aspects that are not really healthy, contrary to good customs and cultural traditions, ethics...
According to Associate Professor Dr. Bui Hoai Son, full-time member of the National Assembly's Committee on Culture and Society, the first and most important solution is to raise awareness of the role and position of the cultural environment. From correct awareness, we can form legal documents to regulate relationships in the elements of the cultural environment.
In recent times, the cultural sector has implemented the work of building a cultural environment in the right direction, choosing the base as the key area to operate, preserve, promote and multiply cultural values. Localities have implemented many typical cultural models, contributing to connecting the village and neighborhood, improving the spiritual life of the community. Thereby spreading, creating effects, contributing to overcoming the problem of cultural degradation in general.
To carry out the tasks identified in the Resolution of the 13th National Party Congress, the Ministry of Culture, Sports and Tourism has set out the motto "Decisive action - Aspiration to contribute", directing the entire sector to focus on key tasks and solutions to remove difficulties and obstacles, promote tourism development, organize cultural, artistic, physical training and sports activities to improve the material and spiritual life of the people; deploy environmental construction work in the right direction, choosing the base as the key area to operate, preserve, promote and multiply cultural values. The spread of cultural environment construction has permeated deeply into the ministries and branches and has been comprehensively implemented by localities.
Some models not only stop at preserving cultural values but also contribute to economic development, attract socialization, many models are built into local cultural tourism destinations. Many localities have researched and applied digital technology to innovate methods of organizing professional art performances and mass art performances to serve political tasks and serve the people.
Building a grassroots cultural environment is an important but difficult task with many challenges. According to managers, it is necessary to create a breakthrough in institutionalizing the Party and State's policies and guidelines, continue to improve the legal system of the Industry according to the approved project to improve the legal system on culture and family in the period of 2021-2026; continue to improve the legal system related to building a cultural environment.
Focusing on the grassroots and community life is one of the key objectives of the National Target Program on Cultural Development for the period 2025-2035. Promoting the cultural identity of regions and building a healthy grassroots cultural environment is an important driving force for overall, comprehensive development, oriented towards the people and for the people.
Spreading reading culture in the community
In recent times, the Hanoi Cultural and Library Center (Hanoi Department of Culture, Sports and Tourism) has focused on developing, gradually synchronizing and perfecting the public library system in the area. The Center has proactively applied information technology in management and service work. Currently, the unit has deployed many modern library management software such as: Online card registration, reader management, automatic borrowing - returning system via RFID, building full-text databases, digitizing documents, producing audiobooks, braille books...
In 2024, the Hanoi Cultural and Library Center added over 13,000 new books, built a full-text database for over 107 books (about 38,000 pages), and produced 40 audiobooks (equivalent to 10,000 pages) for the visually impaired. The total existing document capital reached over 576,000 copies, of which over 31,800 foreign language books; over 20,600 local documents; serving nearly 400 types of newspapers and magazines.
