Promoting the core role of the Vietnam Fatherland Front in implementing democracy and social harmony

The workshop was organized to celebrate the 95th anniversary of the founding of the Vietnam National United Front, the traditional day of the Vietnam Fatherland Front (November 18, 1930 - November 18, 2025), to promote the intellectual contributions of experts and scientists through research to continue to consolidate and clarify a number of theoretical issues on the "core role of the Vietnam Fatherland Front", as well as to objectively assess the results achieved, the limitations, difficulties, challenges, causes, on that basis to determine tasks and solutions to best promote "The core role of the Vietnam Fatherland Front in implementing democracy, strengthening social consensus in the era of national development".

Building and consolidating a strong national unity bloc

In her opening speech, Vice President of the Central Committee of the Vietnam Fatherland Front Ha Thi Nga stated: The Vietnam National United Front was founded and led by the Communist Party of Vietnam and President Ho Chi Minh. Over the past 95 years of formation and development under different names, the Vietnam Fatherland Front has continuously promoted the spirit of patriotism and the tradition of solidarity of the Vietnamese people - a decisive factor in the victory of the cause of national independence, national unification, building and defending the Fatherland. The role of the Vietnam Fatherland Front is not only clearly demonstrated in the period of resistance war, national construction, government building, taking and keeping the government in the hands of the people, but in the current period, the Front continues to demonstrate its core role in many areas of social life, being an important factor in consolidating the great national unity bloc, building and developing the country.

One of the most important requirements and tasks in the current period is that the Vietnam Fatherland Front must affirm its core role in the country's political and social life, especially in implementing democracy and strengthening social consensus as stated in the Party Congress Documents, the Constitution and the Law on the Vietnam Fatherland Front. At the same time, all activities of the Front must contribute increasingly practically to social life, meet the aspirations and expectations of the people and be recognized by the people.

Recent practical activities have shown that: The Vietnam Fatherland Front at all levels always strives to promote its role and responsibility in the political system and social life. The role and position of the Vietnam Fatherland Front are increasingly enhanced with positive contributions to the cause of national construction and development. Most recently, on October 2, 2025, the Presidium of the Central Committee of the Vietnam Fatherland Front held a launching ceremony to support people in the provinces to overcome the consequences of storm No. 10. As of 5:00 p.m. on October 9, 2025, organizations and individuals have registered to support over 847 billion VND... with efforts, endeavors and specific results, the role of the Fatherland Front has been recognized and highly appreciated by all levels, sectors and people. Thereby, contributing to creating consensus in society, building and consolidating the great national unity bloc more and more firmly.

Ms. Ha Thi Nga hopes that the dedicated and responsible contributions of experts, scientists, and delegates through the results of the Workshop will help the Standing Committee of the Central Committee of the Vietnam Fatherland Front have more scientific and practical bases as well as fundamental and highly feasible solutions, contributing to concretizing the Party and State's policies to most effectively implement the rights and responsibilities of the Fatherland Front, and at the same time have more scientific bases to contribute to the development of the content of the Action Program of the Vietnam Fatherland Front for the 2026 - 2031 term, the first term to implement the new organizational model, which is also the term when the whole country enters the era of strong and prosperous development of the nation.

Delegates attending the Workshop focused on analyzing and clarifying a number of theoretical issues on the core role of the Vietnam Fatherland Front in implementing democracy and strengthening social consensus in the new era, the era of national development; assessed the current situation of promoting the core role of the Vietnam Fatherland Front at all levels in implementing democracy and strengthening social consensus in the current period, as well as identifying difficulties and challenges affecting the activities of the Vietnam Fatherland Front; proposed solutions to more effectively promote the core role of the Vietnam Fatherland Front in implementing democracy and strengthening social consensus in the new era of the country.

Identifying the new role of the Vietnam Fatherland Front

With the viewpoint that the people are the center and the subject of all policies, and the great national unity is the source of strength, the Vietnam Fatherland Front has been promoting its core role in implementing democracy, representing and protecting the legitimate and legal rights and interests of the people. However, to continue promoting that role in the new era, many issues need attention.

Dr. Ngo Sach Thuc, member of the Presidium, former Vice Chairman of the Central Committee of the Vietnam Fatherland Front, commented that promoting the core political role of the Vietnam Fatherland Front still has certain limitations: The innovation of the content and methods of operation of the Front and member organizations has not kept up with the development situation of the country entering a new era and the trend of international integration. The participation in policy and law making of the Vietnam Fatherland Front and member organizations is sometimes not proactive and does not pay attention to innovation. There are still many limitations in supervision and criticism. The implementation of democracy at the grassroots level is still formal in some places. The work of participating in preventing and combating corruption, waste and negativity has not fully promoted the role of member organizations, people and the press...

From the above analysis of the current situation, Dr. Ngo Sach Thuc proposed a number of solutions. Specifically, with the responsibility of being a part of the political system, representing and protecting the legitimate and legal rights and interests of the people, the Fatherland Front at all levels must determine the task of participating in planning and implementing policies, perfecting institutions on promoting the mastery and the role of the people as the focus; participating in perfecting the Law on Election of the National Assembly and People's Councils; paying attention to organizing regular forms of supervision by the Fatherland Front, mass organizations and people at the grassroots level; perfecting institutions to ensure the promotion of democracy, the mastery of the people and the role of the people in the mechanism of Party leadership, State management, creation, people's mastery through the State and their representative organizations...

In the new era, the Front has a new role. In addition to its traditional core role in gathering and uniting the entire nation to realize the goals of the revolution in each period, the Fatherland Front must institutionalize a new role in supervision, social criticism, participation in planning and implementation of policies and laws. With the "core" role for the people to exercise their right to mastery, it is necessary to perfect the institution so that the Front is not only a place to gather, unite and promote the strength of great national unity, but also an institution to control power under the leadership of the Party, ensuring that power belongs to the people as stated in the Constitution - Dr. Ngo Sach Thuc clearly stated.

Speaking from the grassroots, Vice Chairman of the Vietnam Fatherland Front Committee of Hanoi City Pham Anh Tuan said that in the coming time, the Fatherland Front at all levels needs to continue to propagate to raise awareness and responsibility of the Fatherland Front, organizations in the political system, especially leaders, cadres, party members, and people of all walks of life about democracy and practicing democracy. The organization of supervision of contents must be public. Enhance the role and responsibility of heads of Party committees, leaders, managers, cadres, and party members in practicing democracy. Seriously implement the regulations of the Party and State on receiving people. At the same time, the Fatherland Front needs to proactively propose to the Party, coordinate with authorities at all levels to build and perfect institutions, mechanisms, and policies to most effectively implement the motto "people know, people discuss, people do, people inspect, people supervise, people benefit".

With the goal of continuing to build a socialist rule-of-law state of the people, by the people, for the people in our country, ensuring the best implementation of democracy at the grassroots level will be an important premise for effectively implementing political, economic and social tasks of localities, agencies and units. Thereby, people promote their right to mastery, express their will and aspirations, and at the same time strengthen the great national unity bloc, meeting the requirements of the Party, the State, and the people's expectations of the Vietnam Fatherland Front in the new era - the era of national development - Mr. Pham Anh Tuan clearly stated.
