The Ho Chi Minh City Party Committee's Propaganda and Mass Mobilization Commission, the Academy of Educational Management and the Ho Chi Minh City College of Economics in collaboration with the Ho Chi Minh City Department of Science and Technology successfully organized a national scientific conference with the theme: "Strengthening intellectual property propaganda in the vocational education system in Ho Chi Minh City: Practical solutions associated with digital transformation", taking place on September 26.

Intellectual property still has many loopholes

At the workshop, MSc. Le Thi Phuong Lan, Head of the Department of Science and Education, Propaganda and Mass Mobilization of the Ho Chi Minh City Party Committee, said that in recent years, many policies and guidelines on science, technology and innovation have been issued. However, the propaganda and education of intellectual property (IPR) in vocational education institutions (VET) are still not consistent, there is no unified curriculum framework,...

MSc. Le Thi Phuong Lan, Head of Science and Education Department, Propaganda and Mass Mobilization Committee of Ho Chi Minh City Party Committee, spoke at the workshop.

"For the vocational education system, strengthening propaganda and education on IP not only helps students raise their awareness of IP but also contributes to equipping them with solid skills, legal awareness, creativity and entrepreneurial spirit. This is an urgent requirement to build a high-quality young workforce to meet the city's development," Ms. Phuong Lan emphasized.

Dr. Dang Minh Su, Principal of Global Polytechnic College, shared about a student who studied nail art in Vietnam, then went to the US and opened a nail training center. It is worth mentioning that most of the nail designs he designed were registered for intellectual property in this country.

This shows that in any profession, IP products need to be respected. In addition, IP registration will help "position" highly applicable products, contributing to promoting the entrepreneurial spirit of students.

According to Dr. Su, if we want IP to permeate vocational education, propaganda alone is not enough, but there needs to be a comprehensive strategy linked to the city's vocational education plan and in line with the national IP strategy until 2030.

"HCMC needs to consider this a strategic task, implementing it synchronously from training programs, digital communications, to business-organization coordination. Solutions such as digital pages, IP modules in the profession, startup competitions and AI/Blockchain applications can be implemented immediately" - Dr. Su suggested.

Dr. Nguyen Dang An Long, Vice Principal of Ho Chi Minh City College of Economics, said the workshop focused on discussing three issues, including: The urgency of implementing IP propaganda in educational institutions; the current situation and IP propaganda models; solutions for IP propaganda in educational institutions.

"For the vocational education system, equipping students with knowledge and skills on intellectual property is a necessary condition for them to be creative in starting a business and confidently integrating," Dr. Long emphasized.

Master of Intellectual Property Law Nguyen Thi Huyen Trang - an independent researcher, said that according to the report of the World Intellectual Property Organization, Vietnam ranked 44th in innovation, considered a progressive developing country. However, there are 3 indicators in which Vietnam is weak, including: Efficiency in the innovation environment; intensive use of intellectual labor; and spending on education.

To promote the commercialization of intellectual property, MSc. Huyen Trang believes that there needs to be combination, coordination and cooperation support between parties.

Specifically, schools must proactively educate and promote so that the entire team understands intellectual property rights and their benefits. At the same time, coordination with businesses is extremely important, because the goal of commercialization is to make money from intellectual property by understanding market demands and providing what the market needs.

In addition, international experts and organizations play a consulting and professional support role. Finally, the guiding role of state agencies in building support policies.
