In the 2020-2025 term, thoroughly grasping and implementing the resolutions and directives of the above on building and operating the KVPT; the City Party Committee, People's Council and People's Committee of Hai Phong City have led and directed the city's armed forces to promote their core role in building the all-people national defense (QPTD) associated with an increasingly solid people's security posture. The city has developed and synchronously deployed plans and projects on building the KVPT, focusing on deploying the armed forces in key areas, building combat bases, and solid KVPT, ready to fight in all situations.
In the past 5 years, nearly 60,000 cadres at all levels have participated in training in national defense and security knowledge for various subjects; organizing national defense and security education for more than 1 million students; investing thousands of billions of VND in the budget for military and defense tasks and construction works in the KVPT; repairing and upgrading rear bases and combat bases; renovating and upgrading combat works on sea and island routes and key areas, such as: Do Son, An Lao, Cat Hai, Bach Long Vi; building new training grounds and reserve training centers of the armed forces...

The planning of infrastructure, development of traffic systems, construction of national and provincial highways in the city are calculated to ensure close combination between socio -economic development and strengthening of national defense and security, such as: Traffic works on national highways, coastal roads; international gateway port project in Lach Huyen; Cat Bi International Airport expansion project... Important works and projects with foreign investment are all appraised according to the correct procedures, ensuring progress, in accordance with the military situation in the KVPT.
After the merger, the city proactively reviewed, adjusted, and supplemented the planning system and socio-economic development plans associated with the KVPT planning. The arrangement of forces, means, weapons, and equipment was carried out in the direction of increasing mobility, flexibility, and close connection between combat clusters, between the sea and the inland, between local units and main force units stationed in the area, creating a solid, interconnected position in the KVPT.
The operational mechanism of the KVPT has been gradually improved; the system of legal documents, coordination regulations, plans and KVPT combat plans have been supplemented, updated and synchronized between forces, between the city and its affiliated localities. KVPT drills are organized periodically, close to reality, contributing to improving the ability to coordinate and cooperate in complex and sudden situations...
In order to improve the quality of construction and operation of the Military Zone to meet the requirements of the new situation, the 2025-2030 term, the Hai Phong City Military Party Committee focuses on implementing the following tasks and solutions:
Firstly, promote the core role of the armed forces in advising local Party committees and authorities to effectively lead and direct the building of potential in the KVPT. Accordingly, focus on disseminating and educating cadres, party members and the entire population to grasp the directives and resolutions of the superiors on building the KVPT; especially new issues after implementing the 2-level local government, making everyone clearly aware that building a solid local KVPT is an important and regular task, right from peacetime, and is the duty and responsibility of the political system and the entire population, in which the armed forces are the core.
The implementation process applies a variety of forms and methods of propaganda; focuses on doing a good job of mass mobilization, education, and dissemination of knowledge of national defense and security; promotes propaganda of results, experiences, and effective models of localities in building KVPT. Unifying the viewpoint of building a solid KVPT is a matter of strategic significance, the foundation and basis for building a strong national defense foundation and KVPT posture, associated with a strong people's security foundation and KVPT posture.
In addition, proactively detect, rectify and resolutely combat ideologies and perceptions that are distorted, subjective, lack vigilance, economic absolutism, disregard for national defense and security, and formalistic and indecisive manifestations. Proactively prevent, detect, expose and effectively combat the distorted and destructive arguments of hostile forces...
Second, lead and direct the armed forces to closely coordinate with relevant agencies, departments and branches to effectively carry out the task of building and operating the KVPT. First of all, concretize the contents of building and operating the KVPT into policies, measures, and breakthroughs in leadership resolutions, plans, work programs, commands, directives, and instructions for each year and each period in a suitable and effective manner. Building the KVPT is carried out in the direction of: Comprehensive strength in terms of potential, force, and position, in terms of politics, ideology, economy, national defense, security, and foreign affairs.
In which, economic development is the center, Party building is the key, building and consolidating national defense and security is an important and regular task. Taking the building of a solid "people's heart position", building strong and comprehensive communes, wards and special zones as the foundation, closely and seamlessly connecting with the components and posture of the city's economic zones. In particular, as the core force, the center of coordination and cooperation in building and operating the city's economic zones, the military and police agencies must do a good job of guiding and assisting departments, branches, sectors and localities in implementation; absolutely not doing it for them, leading to passivity, waiting, lack of initiative and creativity in performing tasks.
Third, lead and direct the armed forces to perform well the defense consulting function in implementing development plans and projects at all levels, sectors and fields. In the process of socio-economic development, priority is given to investment in infrastructure development in a modern and dual-use direction; carry out zoning and planning of economic zones, industrial zones, and export processing zones in association with the overall defense planning, military posture planning of the KVPT in association with building a military region defense posture, resolutely not to develop the economy at all costs. Focus on promoting the combination of socio-economic development with strengthening national defense and security, building defense and security works on the sea route, Bach Long Vi, Cat Hai, Do Son, Tien Lang islands, building Nam Do Son port...
Promote the role of the armed forces in proposing and advising Party committees and authorities at all levels on the arrangement, balance, and reasonable allocation of resources and plans to ensure the budget for building the defense zones; especially building military positions, building essential works in combat bases, rear bases, logistics and technical bases, key defense zones, command posts at all levels, and campaign posts; associated with civil defense, creating a widespread, interconnected, and solid posture between the defense zones of communes, wards, and special zones with the defense zones of the city and the defense of military zones in each strategic direction.
Fourth, regularly pay attention to building the city's armed forces strong in politics, ideology, organization and personnel. The city's armed forces are the core element to build a strong national defense foundation associated with the people's security posture and a strong all-people border defense posture; maintain political security stability, create favorable conditions for the city to develop its socio-economy, promote industrialization and modernization. Party committees and commanders at all levels strengthen leadership, direction, and implement many policies and measures to focus on building clean and strong military, police and border defense Party cells and Party organizations; comprehensively strong agencies that are "exemplary and typical", capable of advising and organizing the successful implementation of national defense and security tasks in the area.
For the standing force, focus on building it in the direction of “revolution, discipline, elite, modernity”; pay attention to perfecting the organization and staffing in the direction of being sufficient, compact, strong, reasonable and ready to develop when necessary. Strictly maintain combat readiness, military training, political and ideological education close to the target, local characteristics and mission requirements.
Continue to consolidate and build the militia and self-defense force according to the motto "strong, widespread", with reasonable quantity and structure, ensuring quality; focus on creating resources, building emergency mobilization units. In addition, strengthen leadership and direction of local armed forces to proactively coordinate with relevant agencies to grasp the situation, promptly supplement and adjust the system of operational documents, organize drills and effectively advise the city to direct localities to conduct KVPT drills, drills on natural disaster prevention and control, search and rescue; improve the capacity to operate the leadership and management mechanism of Party committees and authorities; train the ability to promptly handle national defense and security situations in each locality for cadres at all levels, creating a solid change in the construction and operation of KVPT in the new situation...
