According to a quick report from the Department of Agriculture and Environment, as of 6 p.m. on September 29, 14 communes and wards across the city had recorded damage. Regarding people, 9 cases were injured, of which 3 were seriously injured and are being treated in the hospital, 6 were mildly injured and have been discharged. Regarding housing, 235 structures including houses, offices, and cultural houses had their roofs blown off, of which 9 houses had their roofs completely blown off, forcing households to take shelter in safe places. Agricultural production was severely affected with 912 hectares of rice being destroyed, 35 hectares of vegetables damaged, and 73 livestock barns having their roofs blown off. The storm also caused 151 trees to fall, 70 electric poles to break, nearly 700 meters of fences to collapse, and some areas to lose power over a large area.
Many communes and wards suffered serious damage. In Khuc Thua Du commune, the tornado and heavy rain collapsed one house, blew off the roofs of 62 houses, and damaged many public works, including the commune People's Committee headquarters and the Public Administration Center. An estimated 600 hectares of rice and 30 hectares of vegetables were destroyed. Four people were injured, one of whom was seriously injured and had to be taken to the emergency room. In Vinh Hai commune, three houses had their roofs completely blown off, 78 other households had their roofs partially blown off, and 13 electric poles were broken. Meanwhile, in Vinh Am commune, seven houses had their roofs completely blown off, dozens of households had their roofs partially blown off, and several market buildings and cultural houses were also severely damaged.
The storm combined with high tides in Do Son caused localized flooding of some coastal routes, affecting tourism . However, all tourists staying in Cat Hai and Do Son, including hundreds of international visitors, were ensured safety thanks to proactive evacuation plans and timely guidance on mooring boats.
Faced with the complicated developments of the storm, Hai Phong city has deployed a series of urgent and drastic response measures. The authorities maintain 24/7 duty, checking the safety of dykes, canals, and irrigation works. The Border Guard coordinated to count and notify all 1,603 vehicles with 4,488 workers and 171 aquaculture cages to safe shelters. The military , police, health and related departments and branches have all been mobilized according to the "4 on-site" motto, ready to rescue in case of an incident.
The Hai Phong City People's Committee has issued many telegrams and directives since the storm formed, requiring localities to review response plans, ban ship operations at sea, and proactively prepare materials and rescue equipment. After the storm, forces urgently overcome the consequences, first of all supporting people to repair houses, clean up fallen trees, restore electricity, and drain flooded rice and vegetable areas. Irrigation companies are operating all pumping stations and drainage sluices to lower water levels and reduce the risk of widespread flooding.
In the coming days, Hai Phong city will continue to direct localities to closely monitor the situation of floods and landslides that may occur after the storm, and absolutely not allow people to return to areas where houses and constructions are not yet safe. At the same time, the work of calculating the damage will be completed to have timely support measures for affected households and units.
