Urban development in a modern and sustainable direction

To mobilize investment resources for urban development and construction, improve the quality and appearance of landscape architecture in a modern, civilized and sustainable direction, aiming to make Phan Thiet a class I urban area, in line with the urban development orientation of the province. Recently, the Provincial People's Committee has issued a Master Plan for arranging administrative units (ADUs) at district and commune levels for the period 2023 - 2025, with a vision to 2030, and at the same time adjust administrative boundaries to expand Phan Thiet City.

12 units subject to arrangement

According to the Master Plan for the arrangement of administrative units (DVHC) recently issued by the Provincial People's Committee, Binh Thuan has 12 units (3 communes, 8 wards and 1 town) subject to arrangement. Of which, in the period 2023 - 2025, there are 8 units (2 communes, 6 wards), including: Phong Nam, Tien Loi, Duc Thang, Duc Nghia, Lac Dao, Binh Hung, Hung Long, Thanh Hai (Phan Thiet City). In the period 2026 - 2030, there are 4 units (1 commune, 2 wards and 1 town), including: Binh Thanh (Tuy Phong district), Phu Trinh (Phan Thiet city), Phuoc Loc (La Gi town), Tan Minh (Ham Tan district).

Particularly in the period of 2023 - 2025, Binh Thuan province will reorganize 8 units (2 communes, 6 wards) of Phan Thiet city that do not meet the standards, and at the same time adjust the administrative boundaries to expand Phan Thiet. That process needs to be carried out according to the principle of reorganizing commune-level administrative units that do not meet the standards, at the same time as the policy of expanding Phan Thiet city and establishing a number of commune-level administrative units in Phan Thiet according to the urban development program. Reorganize, merge and adjust the administrative boundaries so that the province's administrative units meet the standards according to regulations.

Regarding the plan to arrange and adjust a part of the natural area and population size of Ham Thuan Bac district and a part of the natural area and population size of Ham Thuan Nam district into Phan Thiet city. Specifically, merging the entire natural area and population size of Phu Long town, Ham Thuan Bac district into Phan Thiet city, establishing a ward under Phan Thiet city, in accordance with Decision No. 1197 of the People's Committee of Binh Thuan province on approving the project to adjust the General Planning of Phan Thiet city to 2040 and Decision No. 927 of the People's Committee of Binh Thuan province on approving the Urban Development Program of Phan Thiet city to 2040.

Merge the entire natural area and population size of Ham Thang commune, Ham Thuan Bac district into Phan Thiet city. Implement adjustments to the general planning of Phan Thiet city; ensure the scope and boundaries of Phan Thiet city are consistent with the Planning of Binh Thuan province for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1701, guidance of the Ministry of Construction in Official Dispatch No. 3572 and the Master Plan for the arrangement of administrative units.

Adjust part of the natural area and population size of Ham Liem commune, Ham Hiep commune, Ham Thuan Bac district to Phan Thiet city. Merge the entire natural area and population size of Ham My commune, Ham Thuan Nam district to Phan Thiet city. Implement adjustments to the general planning of Phan Thiet city, ensuring consistency with the Planning of Binh Thuan province for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1701, guidance of the Ministry of Construction in Official Dispatch No. 3572 and the Master Plan for the arrangement of administrative units. Thus, after the arrangement and adjustment of administrative unit boundaries, Phan Thiet city has a natural area of about more than 305 km2; reaching 203.34% of the standard. The population size is about more than 334,000 people, reaching 222.98% of the standard. It is expected to have 18 units (13 wards, 5 communes); The ratio of wards to the total number of affiliated administrative units reached 72.22% (reaching the regulation of 65%).

Towards the goal of Phan Thiet becoming a class I urban area

To achieve the set goals, the Plan clearly states that in 2024, the implementation roadmap will review, adjust and supplement local planning (including: Provincial planning, urban planning, rural planning and other related planning) to ensure consistency and consistency with the Master Plan for arranging administrative units at district and commune levels for the period 2023 - 2025. Develop detailed projects to implement the Master Plan for arranging administrative units of the province.

Next, the voters' opinions will be collected; the People's Councils at all levels will approve the dossier of the project to arrange administrative units at district and commune levels; the project to adjust administrative boundaries to expand Phan Thiet City and establish a number of wards and communes in Phan Thiet City in accordance with regulations. According to the Provincial People's Committee, the process of developing the Master Plan for implementing the arrangement of administrative units at district and commune levels ensures the leadership of the Party Committee (through the Standing Committees of the District, Town and City Party Committees and has reported to the Standing Committee of the Provincial Party Committee); in accordance with the provincial planning, urban planning, rural planning and other relevant planning. On the other hand, the arrangement plan is focused on by localities, carefully considering specific factors of historical traditions, culture, ethnicity, religion, beliefs, customs, practices, geographical location, natural conditions, and residential communities. At the same time, it ensures requirements on national defense - security, order, social safety, socio-economic development, in accordance with the local urban development program.

It can be affirmed that Binh Thuan has determined the task of rearranging administrative units at district and commune levels that do not meet the standards prescribed by the Central Government, aiming to increase the number of administrative units at commune level that meet the standards to suit the management requirements of the locality. At the same time, it will adjust the administrative units to expand Phan Thiet City and establish a number of wards and communes in Phan Thiet City according to the direction of the Prime Minister at the working session with key officials of Binh Thuan province on August 31, 2022. Thereby, mobilizing resources to invest in urban development, improving the quality and appearance of urban landscape architecture in a modern, civilized and sustainable direction, aiming at the goal of Phan Thiet becoming a class I urban area, in line with the urban development orientation of the province.

According to the plan, the province will adjust part of the natural area and population size of Ham Liem commune, Ham Hiep commune, Ham Thuan Bac district to Phong Nam commune, Phan Thiet city. At the same time, the entire natural area and population size of Lac Dao ward, Duc Thang ward and Duc Nghia ward will be merged into a new ward. The entire natural area and population size of Binh Hung ward and Hung Long ward will be merged into a new ward. The plan will also adjust part of the natural area and population size of Phu Hai ward and adjust part of the natural area and population size of Ham Thang commune, Ham Thuan Bac district to Thanh Hai ward.
