Thanh Hoa Department of Education and Training has just issued regulations and detailed instructions on implementing collections in public educational institutions for the 2025-2026 school year.
Accordingly, for boarding schools, the maximum fee is 140,000 VND/student/month. Regarding the hiring of cooks for boarding schools, units that have received state budget support and funding in the estimate are not allowed to collect this fee. Schools that do not receive budget support have a maximum fee of 75,000 VND/student/month.
Regarding boarding school supplies, for newly recruited students, the maximum fee is 400,000 VND/student, and for the following years, the maximum fee is 200,000 VND/student.
Regarding boarding meals, the school must agree with the Parents' Representative Committee on the collection level, collection method, and expenditure content (develop a specific plan) to ensure the principle of sufficient collection to cover expenditure and be approved by the school council in the minutes.
Regarding life skills education and extracurricular activities, the maximum fee is 12,000 VND/student/class period (the number of classes must not exceed current regulations).
Educational support such as looking after primary school students in the last afternoon period, maximum collection is 92,000 VND/student/month (no more than 4,000 VND/student/period x maximum 23 periods/month).
Childcare during holidays and summer, maximum fee is 45,000 VND/student/day.
Regarding vehicle parking, the maximum fee for bicycles is 20,000 VND/month; for electric bicycles, motorbikes, and electric motorbikes, the maximum fee is 40,000 VND/month.
Regarding drinking water, the maximum fee is 12,000 VND/student/month. For cleaning classrooms and restrooms, applicable to preschool and primary school students, the maximum fee is 15,000 VND/student/month.
Do not encourage parents to contribute money to buy equipment or reward teachers.
Thanh Hoa Department of Education and Training also requires the Parents' Representative Board not to collect donations from students and parents to reward school administrators, teachers and staff; purchase machinery, equipment and teaching aids for schools, classrooms or for school administrators, teachers and staff; support management work, organization of teaching and educational activities; repair, upgrade and build new school facilities.
