Focus on urging and implementing
The Provincial Party Standing Committee has led and directed the Provincial Party Committee and the Provincial People's Committee to thoroughly grasp and implement many drastic solutions to overcome violations according to the recommendations and conclusions of the Central Inspection Committee and the Government Inspectorate ; reviewed responsibilities and recommended competent authorities to discipline party organizations and party members with violations; regularly directed the removal of difficulties and obstacles in recovering lost money in judgments and projects with violations. However, in the process of overcoming, the Provincial People's Committee and agencies encountered many legal difficulties and obstacles. Based on Conclusion No. 77 dated May 2, 2024 of the Politburo on the Project "Plan to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in a number of provinces and cities" (Project 153); Resolution No. 170, dated November 30, 2024 of the National Assembly on specific mechanisms and policies to remove difficulties and obstacles for projects and land in the conclusions of inspections, examinations, and judgments in a number of provinces and cities; Decree No. 76, dated April 1, 2025 of the Government detailing Resolution No. 170; directions of the Central Steering Committee on preventing and combating corruption, waste, and negativity and the Steering Committee for resolving difficulties and obstacles of backlogged projects (Steering Committee 751), the Standing Committee of the Provincial Party Committee has led the Provincial People's Committee Party Committee to direct the Provincial People's Committee to comprehensively review projects with difficulties and obstacles and report to the Central Government.

On July 27, 2025, the Provincial People's Committee established the Provincial Steering Committee 751 and completed it on October 1, 2025. The Provincial Steering Committee 751 has established working groups to resolve issues for projects on specific topics. The Provincial Steering Committee 751 and the Standing Committee of the Provincial Party Committee regularly hold meetings to direct the implementation of the conclusions of the Politburo , the Central Steering Committee on preventing and combating corruption, waste, and negativity, the Government Party Committee and related ministries and branches... Recently, on September 10, at a working session with the leaders of the Provincial People's Committee on the situation of removing backlogged projects and works according to Resolution No. 170 and other projects, Comrade Nghiem Xuan Thanh - Member of the Party Central Committee, Secretary of the Provincial Party Committee emphasized that the Provincial Party Committee, related departments and branches need to change their awareness, considering the complete handling of backlogged projects as a direct responsibility, a key and urgent task of the Party Committees and authorities at all levels from the province to the grassroots. The Steering Committee 751 needs to meet periodically every 2 weeks, the working groups meet weekly; report progress monthly to the Standing Committee of the Provincial Party Committee, quarterly to the Standing Committee of the Provincial Party Committee; strictly implement the principle of "6 clear" (clear person in charge, clear content, clear progress, clear authority, clear responsibility, clear results). The Provincial People's Committee needs to organize specialized meetings with businesses and investors to summarize difficulties and obstacles in the process of project implementation. From there, classify problems, propose solutions, recommend appropriate mechanisms and policies, ensuring the principle of harmonizing the interests of the State, businesses, people and bona fide third parties; create consensus and connection between the government and businesses in removing obstacles, promoting socio-economic development of the province.
Proactively remove and make recommendations to unlock resources
With the province's drastic, regular direction and synchronous and continuous implementation, this work has had positive results. Up to now, the province has directed the recovery of about 1,100 billion VND of lost money in judgments and projects with violations. According to information from the Provincial Party Committee's Internal Affairs Committee, in the process of implementing Conclusion No. 77 of the Politburo, the province has focused on removing difficulties and obstacles for 5 groups of contents. Of which, group 1 includes 11 projects within the scope of Resolution No. 170; group 2 includes 3 projects related to the use of land funds in the area of Nha Trang airport (old) to pay for BT projects; group 3 includes 53 projects with land that does not form residential units; group 4 has 3 projects that have been successfully auctioned, but still lack some procedures; group 5 includes 6 projects that are not in accordance with construction planning. By the end of October 15, the province will have completed the remediation and handling of 55 projects, reaching 72.3%. Notably, among the 11 projects covered by Resolution No. 170, the Provincial People's Committee has issued a decision allowing the continued use of land for one project and the investor has fulfilled its financial obligations under the court's judgment with an amount of more than VND 356.7 billion.

At the same time, implementing Conclusion No. 77 of the Politburo and the Central Government's directions on waste prevention and control, in recent times, the province has also proactively reviewed, resolved and proposed to resolve 157 projects and works that are behind schedule, have been backlogged for a long time, and are ineffective and have been updated on the database system of Steering Committee 751. Of which, 121 projects have problems similar to those in Project 153; 18 BT projects have problems; 15 projects have problems with residential land not forming residential units; 3 projects have other problems. Implementing Plan No. 1505, dated July 22, 2025 of the Government Inspectorate, the Provincial Inspectorate has issued 4 inspection conclusions for 37 projects; at the same time, proactively implemented inspections for 63 projects in the province, expected to be completed before October 15.
The provincial inspection delegations concluded that the leaders of the provincial People's Committee and the provincial departments, branches and sectors have actively called for, promoted and attracted investors to implement investment projects (especially in the fields of trade and services), making an important contribution to the socio-economic development of the locality. Some projects, after being completed and put into use, have created many jobs, increased income and living standards of local workers, contributed to the state budget, especially some high-quality tourism projects. However, investment management, land use management, construction management, planning and implementation of administrative procedures related to the project still have many limitations. The inspection delegations recommended that the Provincial People's Committee direct relevant departments to proactively review the entire process, ensuring that the order and procedures strictly comply with the Investment Law, Land Law, Construction Law, etc. From there, promptly advise and propose the Provincial People's Committee to direct the resolution of the contents within the province's authority. After being authorized by competent authorities to implement specific mechanisms and policies to remove difficulties and obstacles for investment projects, the delegations recommended that the Provincial People's Committee direct relevant departments and branches to advise on timely and effective implementation. At the same time, recommend the Chairman of the Provincial People's Committee to remove difficulties and obstacles for each inspected project; assign the Provincial Inspectorate to preside over and coordinate in advising on documents directing the implementation of solutions to remove difficulties and obstacles for stalled projects outside the scope of inspection (suspension of inspection).
Ministries and branches continue to guide to handle thoroughly.
In the Notice of conclusion of the working session with the Provincial Party Committee Standing Committee on August 23 issued by the Government Office, Comrade Nguyen Hoa Binh - Politburo member, Permanent Deputy Prime Minister, Head of Steering Committee 751 praised and highly appreciated Khanh Hoa Provincial Party Committee, especially the Provincial Party Committee Secretary, who identified the removal of difficulties for backlogged and prolonged projects as a particularly important political task and resolutely directed and implemented this content. The province soon established Steering Committee 751 and achieved initial positive results, creating precedents and cases to handle subsequent issues. Comrade Nguyen Hoa Binh requested the Provincial People's Committee to thoroughly grasp, seriously deploy and effectively implement the directions of the Politburo, the Government and the Prime Minister on focusing on thoroughly handling difficult, stuck and prolonged backlogged projects in the province to free up development resources; not to let waste continue, not to let violations occur; Do not pass responsibility from one level to another, from one term to another; promote the spirit of daring to think, daring to do with a pure spirit. The province continues to comprehensively review and update full information and lists of projects with difficulties, problems, and long-term backlogs, ensuring that no omissions or omissions are made and that it is responsible for fully and accurately implementing the content and information according to the requirements on the database system of Steering Committee 751.
For projects subject to inspection and examination, the province shall carry out the project in accordance with its authority, promptly focus on implementation, and promptly have results and conclusions as a basis for determining violations (if any); only inspect and examine contents with signs of violations related to difficulties and obstacles of each project; absolutely do not take advantage of the situation to conduct widespread inspections, causing difficulties for businesses. The inspection conclusion must have a legal basis, be objective, impartial, affirm the truth, clarify the violations, the responsibilities of individuals and organizations (if any), propose and recommend solutions and solutions to overcome and handle the problem; do not take advantage of the task to cause difficulties and harassment for the inspected subjects and related subjects.
For projects that are not subject to inspection, projects that have had investigation, inspection and examination conclusions confirming violations, the province needs to assess and classify violations based on regulations and principles of current laws to propose specific solutions and plans, to address the right subjects, ensuring harmony of interests of people, businesses and the State. For projects with legal situations similar to those stipulated in Resolution No. 170, the Provincial People's Committee proactively reviews and clearly states on the Database System of Steering Committee 751 similar legal situations, mechanisms and policies proposed to be applied according to Resolution No. 170. The Provincial People's Committee clarifies project difficulties related to compliance with legal regulations in each period; proactively researches and proposes solutions to resolve them in accordance with practice, in the spirit of allowing the law and protecting the legitimate rights of people and businesses. In addition, Deputy Prime Minister Nguyen Hoa Binh also suggested instructions on handling a number of projects in the province; requested ministries and branches to guide the Provincial People's Committee to implement the contents within their functions and tasks.
With the close guidance of the Central Government and the regular direction and supervision of the provincial leaders, Khanh Hoa will be able to remove obstacles to have more resources for development.
